About the role:

This position is an Aboriginal Designated position, classified under "Special Measures" of Section 12 of the Equal Opportunity Act 2010. Eligibility for this position requires the applicant to be of Aboriginal or Torres Strait Islander descent, or to identify as Aboriginal or Torres Strait Islander.

The Aboriginal Portfolio Manager reports to the Superintendent, Community Portfolios within Priority and Safer Communities Division, and is responsible for the delivery of a range of commitments arising from:

  • The Victorian Aboriginal Affairs Framework 2018-2023.
  • Burra Loptja Dunguludja Victorian Aboriginal Justice Agreement Phase 4.
  • Dhelk Dja: Safe Our Way – Strong Culture, Strong Peoples, Strong Families within a self-determination framework.

Key stakeholders for this position include:

  • Koori Justice Unit, Department of Justice and Community Safety.
  • Aboriginal Justice Forum and Aboriginal Justice Caucus.
  • Regional Aboriginal Justice Advisory Committee (RAJAC) and Local Aboriginal Justice Advisory Committee (LAJAC).
  • Aboriginal Portfolio Reference Group.
  • Yoorrook Justice Commission Response Taskforce.
  • Victoria Police Executive and policing regions.
  • Aboriginal Community Liaison Officers (ACLOs) and Police Aboriginal Liaison Officers (PALOs).

Your duties will include:

  • Engaging stakeholders across Victoria Police, Government and Aboriginal communities and organisations.
  • Providing high-level advice, briefings and consultancy to the Victoria Police executive.
  • Preparing and presenting material for Aboriginal Justice Forums.
  • Managing, coordinating and/or supporting community engagement activities and other projects.
  • Leading the development of organisational change strategies, policies and communications.

As the successful applicant, you will have:

  • A strong connection to and knowledge of Aboriginal culture, history and current reform activities.
  • A strong personal commitment to a safe, inclusive and respectful workplace and organisational health, safety and wellbeing.
  • Comprehensive knowledge of and proven experience in community engagement policies, strategies and programs.
  • Experience in providing high-level written and verbal strategic policy advice at an executive level.
  • Effective project management skills to undertake a broad range of projects and activities relating to organisational change.
  • Demonstrated ability to influence, communicate and drive strategic and innovative solutions.
  • Demonstrated experience in effective stakeholder relationship management with internal and external partners.

Requirements and relevant information:

  • One (1) x full-time, ongoing position available.
  • This position is located at Victoria Police Centre, 311 Spencer Street, Docklands.
  • This position may require some travel around Victoria.
  • Applicants must be an Australian Citizen, Permanent Resident or hold a valid work permit or visa.
  • The successful candidate will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening.
  • In accordance with the Acting Chief Health Officer's Direction – COVID-19 Mandatory Vaccination (Workers) Directions, you are required to be fully vaccinated (this includes a booster vaccination) and your employment with Victoria Police is subject to proof of vaccination.
