A rare opportunity has come up for a Procurement Specialist/Category Manager to work on the transition of services from the current Cash and Banking State Purchase Contract (SPC) to the new Banking and Financial Services State Purchase Contract. The role will report into the Senior Procurement Manager and will be part of a close-knit team. This is a fixed-term contract that will run through till June 2023.

With Strategic Sourcing sits the Procurement and Category Management (PCM) team which develops, implements and manages whole of Victorian government procurement strategies.

About the role

A rare opportunity has come up for a Procurement Specialist/Category Manager to work on the transition of services from the current Cash and Banking State Purchase Contract (SPC) to the new Banking and Financial Services State Purchase Contract. The role will report into the Senior Procurement Manager and will be part of a close-knit team. This is a fixed-term contract that will run through till June 2023.


In this role you will be responsible for:

  • Lead the end-to-end category management activities across a broad range of goods and services categories to ensure that optimum procurement outcomes are achieved
  • Lead whole of Victorian government sourcing projects including requirements gathering, business case development, tender preparation, evaluation, supplier negotiation and implementation whilst collaboratively engaging with key stakeholders to deliver effective procurement outcomes
  • Effectively apply government procurement policies and legislative requirements to develop and implement category management strategies that deliver value for money outcomes including probity and transparency as well as the application of Victoria's Social Procurement Framework

About you

To be considered for this role, you must demonstrate the following:

  • Recognised procurement professional with expert knowledge in undertaking sourcing events for strategic engagements including leading complex negotiations to drive effective procurement outcomes
  • Expert category manager with strong experience in developing and implementing sound category strategies, managing the end-to-end contract management process and applying effective supplier relationship management
  • Demonstrated knowledge of the application of procurement systems, tools and data analytics to support decision making, manage risk and maximise value for money outcomes
  • Identify opportunities to provide innovative and effective approaches to procurement practices in order for the Department of Treasury and Finance to deliver excellent procurement outcomes and to continuously deliver process improvements
