About the Team

Enterprise Technology function is within the Investment and Technology division which defines investment strategy and deliver commercial and information technology services to drive high performance and improved commercial outcomes within the department.

The Solution Design and Delivery team focusses on delivering IT services and solutions that unite people, processes and systems to form an integrated, high performing and efficient Department of Transport. The team thrives on working collaboratively with its stakeholders to achieve exceptional results for the department. Solution Design and Delivery team is responsible for delivering IT enabled change across the department with a significant portfolio of work currently underway and in the pipeline. The Solution Design and Delivery team comprises of the full suite of project resource disciplines with Project/Program Management, Program Management Office, Business Analysis, Solution Architecture, Test Management, Change Management and DevOps functions. 

About the Role

Working in the Solution Design and Delivery team; the HCM Change Manager's responsibility is to support the Solution Design and Delivery area by ensuring projects (change initiatives) meet objectives on time and on budget by increasing employee adoption and usage. This person will focus on the people side of change, including changes to business processes, systems and technology, job roles and organization structures.

The primary responsibility will be creating and implementing change management strategies and plans that maximise employee adoption and usage and minimise resistance of the enterprise wide Human Capital Management initiative and contribute to alignment of the initiative to meet the department's strategic and operational requirements

The role requires significant exposure to both iterative and waterfall methodologies 

Day to Day Duties

  • Assess the change impact
  • Conduct impact analyses, assess change readiness and identify key stakeholders.
  • Identify and manage anticipated resistance
  • Create actionable deliverables for the change management levers: Change Impact Analysis, Change Approach/Strategy, Stakeholder Analysis, Communications plan, Training Needs Analysis and Business Readiness.
  • Developing and delivering change management initiatives incorporating current and relevant stakeholders
  • Develop a change plan for delivering change management initiatives.
  • Analyse information relating to the change management process and assist, where necessary in the execution of those changes.
  • Provide advice to the HCM Program Manager and the Solution Design and Delivery Change Practice Lead.
  • Manage the Change Management process for the HCM project. Includes analysis of information received and work allocation and execution of the functions of Change Management process.
  • Manage a team of change practice professionals, specifically the Communications Lead and two Instructional Designers.

About You

  • Experience in a project delivery environment, aligned with a structured project delivery methodology and quality control activities.  Experience supporting change within a high-pressure environment, whether they be business or technology driven initiatives.
  • Able to demonstrate awareness of business and organisational sensitivities and reflect this in approaches to communicating change.
  • Excellent communication skills, interpersonal, negotiation and project organisational skills and the proven ability to support successful multi-disciplinary project teams simultaneously. Can be articulate with the written and spoken word and can “tell a story”.
  • Ability to influence others and move toward a common goal and develop and support effective communication mechanisms between the project teams to achieve this outcome.
  • A sound understanding of how people go through a change and the change process.
  • Proficiency in the use of project management tools.

 

Desirable

  • Experience being a part of other large system implementation projects will be highly regarded
  • Extensive experience in change management, planning and analysis discipline
  • Demonstrated experience in a Change Manager role leading a team of 5 or more
  • Demonstrable experience in leading public sector transformation projects with exposure to iterative and traditional Project Management Methodologies
  • Demonstrable experience in using a defined and structured change management framework
