The Department of Justice and Community Safety is seeking a Chief Executive Officer to provide a critical role within the Victims of Crime Financial Assistance Scheme. 

About the Business Unit

This is a unique opportunity for an experienced and visionary senior executive to lead the establishment of a major system change for victims of crime. Highly anticipated by victims and stakeholders, the new Financial Assistance Scheme (FAS) represents a fundamental change in the Victorian Government's response to providing financial assistance to victims of crime.

The FAS will replace the Victims of Crime Assistance Tribunal with an administrative scheme that provides financial assistance that is timely, simple, fair, and responsive in supporting victims to manage the impact of crime on their lives.

About the Role

The Chief Executive Officer (CEO) (Scheme Decision Maker) will be responsible for building an organisation that ensures the objectives and guiding principles embedded in the Victims of Crime (Financial Assistance Scheme) Act 2022 (the Act) are brought to life, and victims of crime receive the recognition and financial assistance to which they are entitled.

The CEO (Scheme Decision Maker) will be a critical member of the senior executive team that sits under the Police, Racing, Victims and Coordination Group within the Department of Justice and Community Safety (department), with responsibility for an annual operating budget in excess of $15 million with a staffing complement of approximately 80 Full Time Equivalent (FTE) employees.

Some of your duties will include:

  • Lead a newly established entity delivering financial assistance to victims of violent crime.
  • Be accountable for delivering efficient, effective and sustainable operational outcomes, monitoring scheme performance to deliver services in line with service level objectives.
  • Uphold the highest standards of impartiality and provide thought leadership and strategic insight into all aspects of FAS delivery.

About you

To be successful in this role, you will have:

  • Demonstrated successful executive leadership across a range of settings and disciplines, ideally as a CEO or a Senior Executive within the Public Sector.
  • Experience in the successful implementation of new and complex service system changes or other key reform activities with significant public and stakeholder expectations.
  • Demonstrated ability in exercising professional judgement, financial and legal acumen to perform the functions of the Scheme Decision Maker as required by the Act.
  • Proven ability to translate organisational strategy into meaningful long-term plans and objectives for all areas of the organisation; motivating others to deliver on organisational goals, objectives, and operational plans.
  • Ability to engage effectively with diverse senior stakeholders to support delivery of organisational outcomes.
  • Knowledge of victim-related issues including the nature and dynamics of family violence and sexual assault and the systemic barriers faced by marginalised communities in the justice system.
  • Demonstrated experience in providing comprehensive, expert advice to Ministers, or heads of regulatory or other governance bodies.

Qualifications

  • A tertiary degree and over five years' experience in a senior role over a relevant discipline including law, social sciences or public sector business administration is required.
