Senior Executive leading digital strategy

Implement a new departmental ICT Operating Model

Enable technology platforms to deliver business and customer service excellence

One of the most geographically diverse of the Victorian Government organisations, the Department of Environment, Land, Water and Planning (DELWP) brings together Victoria's climate change, energy, environment, water, forests, planning, land and emergency management functions into a single department to strengthen connections between the environment, community, industry and economy.

You will be a key member of the Corporate Services Executive Leadership Team and will head up a division whose responsibility is to ensure that technology delivers a  contemporary environment with platforms to enable DELWP to deliver high quality outcomes for community through superior customer service.

The Role

Leading the implementation of a new ICT operating model you will also be responsible for the development and implementation of a department wide digital strategy. This includes the development and implementation of supporting strategies for technology, data and cyber security.  You will collaborate with clients from across the DELWP business to develop the strategies and drive the adoption of the new ways of working and ensure the digital strategies are achieved.

Key responsibilities:

Reporting to the Deputy Secretary, Corporate Services, you will have primary accountability for setting and delivering on the department's strategic direction and vision. You will be responsible for driving significant change to how the department works through a new ICT operating model and you will be responsible for ensuring that all major ICT investments are aligned with and delivered through the new operating model. You will represent DELWP on a range of interdepartmental committees and Whole of Government forums and you will lead the strategic thinking and support for the department's data and technology stewardship committee that supports the DELWP Executive Board. Leading a division of 110 staff, you will play a pivotal leadership role by inspiring a vision that builds trust and generates enthusiasm and commitment and delivers the behaviours that optimize customer and service outcomes.

To be successful you will have:

  • Demonstrated experience leading a large and complex ICT function
  • Demonstrated capability leading, motivating and developing teams of skilled professionals
  • Highly developed collaboration, communication and interpersonal skills
  • An ability to influence and negotiate across senior levels throughout government and business sectors
  • Sound commercial acumen and experience managing large commercial and contractual arrangements.
  • Highly developed strategic, conceptual and analytical skills
  • Proven ability to identify cost improvements across programs and services
