Position Summary: 


The Content Strategy Lead is responsible for our content strategy and is accountable for the growth and engagement of our social media and digital services. The role provides strategic advice about which content and format combination will deliver the best communication outcome and increases brand awareness in a cohesive way.

The Content Strategy Lead designs and delivers strategy that will enable a strong digital and social media presence that compellingly communicates the department's story ensuring alignment with key messages for different audiences.

The Content Strategy Lead also works closely with the Head of Social Media and the Head of Digital to ensure the right content is available to bring the strategy  to life.

This role may also be required to provide support to other teams across the Branch, including participating in out of hours and emergency rosters, providing support for public emergencies, large-scale communications campaigns and other high priority projects.


  • Provide authoritative and expert advice to executives, business units and other key internal and clients on the development, delivery and evaluation of change communication and staff engagement strategies and related change and reputation risk management.
  • Provide senior leadership and oversight of content strategy to engage and inform the department's diverse audiences and stakeholder groups, and oversee the development of rich media content across the department's digital channels, including innovative storytelling content that drives growth and engagement across priority social media and digital channels and supports high-profile public media campaigns.
  • Gather key business and user insights and apply strategic planning skills to create a long-term vision for the content that is generated.
  • Communicate the Department's single narrative and plan how content will be presented or distributed in formats other than text-based articles, such as infographics or multimedia presentations.
  • Maintain up-to-date expert knowledge of emerging media and trends and its application to best practice content, engagement and social media, including legal changes that affect social media and digital communications.
  • Collaborate with the insights and analytics team to ensure that data and analytics is used to understand audiences and how they engage with content to ensure content is impactful.
  • Perform content audits to assess how well existing content is performing and undertake regular gap analysis to determine what content is missing and what is needed.
  • Establish style guides that specify the writing style and tone needed to create engaging content.
  • Contribute to Communications and Engagement Branch strategy and services activity, monitor performance and lead best practice planning and execution that aligns resources to strategic priorities.
  • As a member of this branch:
  1. Contribute to the annual work plan and implementation of assigned activities
  2. Establish and maintain positive and productive relationships with internal and external stakeholders
  3. Provide strategic, operational and authoritative advice to the Communications and Engagement Executive
  • Lead and manage a team by:
  1. Supporting individuals to achieve their potential while maximising their contribution to support achievement of the department's goals and objectives
  2. Role modelling behaviours integral to good people management and public service values
  3. Providing employees with relevant information and access to safe systems of work
  • Forge strong connections with stakeholders (internal and external) and work cross-functionally with other members of the Communications and Engagement Branch to facilitate consistent and high standard strategic digital content and channel management.
  • Identify and actively manage emerging issues and areas of risk for government, department and the community.
  • Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
  • Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
  • Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.
