Responsible to the Deputy Project Director, New Footscray Hospital Project (Project), the Contract Administrator will be responsible for ensuring delivery of the Project in accordance with the Project Deed and relevant government policies, providing authoritative advice on commercial and contractual matters, managing modifications and variations to the Project Deed, management of legal and commercial advisers (external consultants), and preparing briefings, correspondence, and cabinet submissions.

With strong project management, commercial management, interpersonal and written communication skills, the Contract Administrator will have the ability to make judgements about and articulate issues at senior levels within the public and private sectors, and liaise with key stakeholders such as tWestern Health, Victoria University, the Project's private sector delivery partner Plenary health, consultants and contractors, and government departments (ie Department of Treasury & Finance) to achieve quality Project outcomes.

The Contract Administrator may also be required to provide support and guidance to a range of projects within the Victorian Health Building Authority's High Value High Risk and Public Private Partnership program.

Previous commercial and/or legal experience on a Public Private Partnership and/or High Value High Risk project within government would be highly regarded.

  • Work with the Deputy Project Director and Project Director, New Footscray Hospital Project to ensure delivery of the Project in accordance with the Project Deed, Project objectives and relevant government policies, including but not limited to the Partnerships Victoria Framework, Local Jobs First Policy and Social Procurement Framework.
  • Provide authoritative  advice in relation to contractual, legal and commercial matters, including negotiating and liaising with key internal and external stakeholders and service providers on a range of complex project delivery and contract administration issues.
  • Manage modifications (being variations) to the Project Scope & Delivery Requirements, including working closely with the Project Team and the Project's private sector delivery partner to resolve modifications efficiently and in a manner which delivers quality and value for money outcomes to the State.
  • Engage and manage interactions with key project stakeholders, including health service providers, the Project's private sector counterparty, program areas within VHBA and the Department of Health, and various other government departments, in particular the Department of Treasury and Finance and Department of Premier and Cabinet.
  • Work effectively within a complex multi-disciplinary environment to ensure Modifications and Claims are resolved consistent  with the Project Deed.
