About the Community Safety Building Authority

The Community Safety Building Authority (CSBA) within the Department of Justice and Community Safety (DJCS) has been established to design, procure, build and upgrade the infrastructure needed to keep communities safe. Currently going through an exciting period of growth. CSBA are looking for a multitude of positions to be filled to support both new and existing projects.

The CSBA provides end-to-end project development, management and delivery of Victoria's new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features such as pedestrian walkway bollards and CCTV networks. As well as delivering new infrastructure CSBA modernises, expands and upgrades existing facilities.

The CSBA has a highly skilled workforce of experienced professionals from across the public and private sectors that support the development, procurement and delivery oversight of major capital projects. The CSBA team includes specialists in community safety infrastructure, project management, engineering, cost management, commercial management, planning and design.

Reporting to the Executive Director, Commercial and Legal, the Cost Manager provides expert advice and services to CSBA Project Streams across the Program Delivery portfolio, during key stages of the project schedule. This includes cost planning review and cost management functions to support the project lifecycle. The Program Delivery portfolio covers the development and delivery of a range of new build, expansion, and upgrade projects for groups across DJCS including Corrections & Justice Services, Youth Justice and Justice Health, as well as external entities such as Court Services Victoria and Victoria State Emergency Service.

About the Role

The role of the Cost Manager is to provide expert advice and services to CSBA Project Streams across the Program Delivery portfolio, during key stages of the project schedule.

You will also:

  • Provide authoritative advice and recommendations on cost management and estimating matters to ensure appropriate support and assurance across the CSBA Program Delivery portfolio.
  • Assist in enhancing CSBA's cost management and estimating framework to drive consistency, process improvements and deliver leading industry practice on CSBA's project capital cost estimation and management.
  • Perform accurate estimation and management of project costs and establishment of project budgets by liaising with internal clients, applying strong technical knowledge in the interpretation of drawings, obtaining comprehensive and targeted briefs, and ensuring full understanding of the scope of work.
  • Assist with the procurement and management of third-party cost management and quantity surveying consultants, by assessing their cost reports, claim assessments, valuations and advice as required for allocated projects.
  • Support risk management and value management initiatives and processes on allocated projects.
  • Provide support and advice to the project teams across all aspects of the estimating and cost management processes to ensure consistency and accuracy.
  • Ensure quality and consistency of estimating and cost management functions undertaken by CSBA including review of estimates, evaluations, assessments, reports and recommendations completed by external consultants.
  • Assist in undertaking research and analysis of historical project costs including development and maintenance of a project cost database for benchmarking and preparing estimates.
  • Process monthly contractor progress claims ensuring relevant variations and other claims have been approved and processed within the approved contract value.
  • Support procurement processes in consultation with CSBA's procurement team as required under relevant contracts, including the assessment of contractors' and consultants' recommendations for trade packages where relevant, in accordance with government purchasing requirements. 
  • Manage project budgets within approved limits and delegations of authority, by providing advice and support to project teams on budget approvals, reconciliation, monitoring, reporting and managing any adjustments within those delegations. 
  • Support project teams by undertaking necessary internal tasks to prepare key project reports and provide cost control and change management support across the project scope as required.
  • Perform cost checks and valuations on larger projects and in all cases ensuring that timely and accurate cost checking and valuation takes place.

About you

As our ideal candidate, you will have:

  • Demonstrated experience with the preparation of high-level estimates and cost plans.
  • Proven "first principle" estimating competence and accuracy in cost planning, cost management, quantity surveying and contract administration.
  • Demonstrated experience within a range of contract models including Construct Only Design and Construct and Managing Contractor.
  • Knowledge of estimating and cost management techniques and software.

An appropriate bachelor level or higher qualification in Quantity Surveying, Engineering, Construction Management or a related field is highly regarded.
