The Department of Justice and Community Safety is seeking a Director, Finance Partnering and Reporting to provide a critical role within Corporate Services and Infrastructure.

About the Business Unit

Corporate Services and Infrastructure (CSI) oversees and leads the key public accountability requirements of the department, including finance, asset management, procurement, risk management, audit, governance, performance reporting, climate change and environmental sustainability, statutory planning and related functions. The group also manages the governance and delivery of major infrastructure projects through the Community Safety Building Authority, and information and communications technology (ICT), including cyber and information security management.

The Financial Partnering and Reporting Branch sits within the Finance and Procurement business unit which is responsible for the department's financial and budgetary policies and processes, including statutory reporting, accounts payable, accounts receivable, taxation compliance, government reporting (including Standing Directions), and facilitation of the annual budget process.

About the Role

The Director, Financial Partnering and Reporting is one of a small team of senior executives supporting the Chief Finance Officer in discharging these critical responsibilities. As a highly effective communicator, the Director has primary responsibility for engagement with Groups and senior executives through the management of financial and business partnering teams to lead the management of the department's existing funding, including financial reporting. The Director leads a centrally managed, locally delivered financial services model that aims to build strong financial partnerships with Deputy Secretaries and their group executives to drive strategic financial outcomes for the department.

Some of your duties will include:

  • Build and lead a high-performing team to evolve financial management functions across the department to drive a culture of strategic financial management and improve fiscal discipline to deliver significant costs savings.
  • Proactively identify and develop strategic solutions to address emerging budget pressures and other financial risks.
  • Build and maintain strong and effective financial partnerships with Deputy Secretaries and their group executives, ensuring a strong connection between group finance management and budget coordination functions, to ensure the effective management of the department's budget to achieve group and departmental objectives and priorities.

About you

To be successful in this role, you will have:

  • Demonstrated record of achievement in leading financial functions in the public or private sector to deliver strategic outcomes.
  • Demonstrated strong knowledge and understanding of government financial principles and governance, including the Financial Management Act 1994, Standing Directions 2018 and other relevant legislation and policy frameworks.
  • High-level communication and interpersonal skills with demonstrated ability to influence and provide authoritative advice at ministerial and senior executive levels.
  • Highly developed relationship building and stakeholder management skills, with a track record in building and maintaining successful partnerships with senior executive stakeholders across a broad client base.
  • Proven track record in leading high performing multi-disciplinary teams and promoting a culture which is inclusive, encourages initiative and innovation and strives for continuous improvement.
  • Demonstrated strong executive leadership, strategic thinking and analytical skills to positively contribute to the senior executive team and develop innovative solutions to complex and/or sensitive issues.

Qualifications

  • A relevant tertiary qualification in finance, business or equivalent fields is highly desirable.
