Director Procurement (Chief Procurement Officer)

Job Description:

The Director, Procurement holds the delegated responsibility from the Chief Commissioner of Police of the Chief Procurement Officer (CPO).  As the Director of Procurement, you will deliver strong strategic, commercial and operational leadership to the Procurement Division at Victoria Police.

Lead, manage and develop the Procurement Division in the provision of a range of complex services across procurement processes, contract management and purchasing arrangements.  Apply expert commercial acumen to procurement and contract matters including achieving outcomes in the best interests of Victoria Police.  Ensure that the procurement of products and services for Victoria Police is managed efficiently, meets organisational and operational requirements and complies with government policy.

Provide high level and authoritative strategic advice, reporting and consultancy services on issues pertaining to procurement management strategy, corporate procurement practice and corporate contract management practice. As a member of Victoria Police Command, provide leadership across the organisation, to ensure that Victoria Police meets its procurement targets and requirements within budget, implements corporate strategies and operates within a robust corporate policy framework.

As Chief Procurement Officer, lead a customer-focussed procurement and contract management practice through the strategic advancement of policy, workplace education, quality and compliance regimes consistent with organisational strategy. Develop analytics and strengthen business intelligence and data quality to better inform organisational performance monitoring and strategy development.  As a member of the Investment Management and Reporting executive, provide leadership, model collaborative work practices and steward a positive workplace culture.  Ensure product delivery expectations are well understood, and that efficient, quality outcomes are achieved.  Develop strategic and influential relationships across the organisation and the wider public sector and proactively manage relationships with internal and external stakeholders.

Requirements and relevant information:

  • The position is located at the Victoria Police Centre, 311 Spencer Street, Docklands.
  • The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head.  To achieve this, applicants must be an Australian Citizen.
  • The successful candidate will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening.
