About the department

Temporary tenancy reforms have created a surge demand for Dispute Assessment Officers (DAO) work within the Regulation, Legal and Integrity division of the department, for Dispute Settlement Centre Victoria (DSCV).

DSCV is an independent government agency that provides free services to help resolve disputes, and it's purpose is to empower and assist the Victorian community to prevent and appropriately resolve issues, alleviate pressure on the judicial system and help the community to thrive.

About the Role

The COVID-19 Omnibus (Emergency Measures) Bill 2020 among other matters, sets out a range of temporary changes to protect residential tenancies following the National Cabinet tenancy reforms - enshrining the temporary ban on rental evictions and rent increases in law. 

The Dispute Assessment Officers will work to resolve a wide variety of disputes. DAO's will work with tenants and landlords who struggle to strike a deal over rent reductions and provide dispute resolution service, mediation to ensure fair agreements are reached.

What will a dispute assessment officer do?

  • Based on theoretical knowledge and practical experience, assess and analyse disputes and diagnose dispute resolution requirements.
  • Provide information and advice on rights and obligations to parties of a dispute.
  • Make recommendations as to the appropriate use of Assisted Settlement processes to provide fast resolution including independently providing parties with appropriate referrals as needed.
  • Encourage parties to explore potential solutions and find mutually acceptable outcomes, using a facilitative approach to resolution.
  • Deliver high quality dispute services in accordance with DSCV policies and practice.
  • Coordinate and facilitate conciliation conferences, onsite and telephone ADR as required, in accordance with DSCV policies and procedures.
  • Administer all correspondence and case file notes in Case Works in accordance with DSCV guidelines and participate in quality assurance, such as process reviews, performance assessment, client focused quality assurance activities, and professional development.
  • Ideally, a working knowledge of relevant legislation and Acts
  • National Mediator Accreditation and conciliation experience is desirable.
  • Experience in dispute resolution techniques, including in the assessment of disputes, case management, and facilitative settlement.
