Economic Division

The Economic Division leads the development of advice to the Government, and implementation of priority projects, for key economic and policy priorities including economic strategy, regulatory reform, housing, social policy, government tax policy and intergovernmental financial relations to drive improvements in Victoria's productive and efficient resource allocation, competitiveness and equity across the economy.

Better Regulation Victoria (BRV)

Better Regulation Victoria (BRV) works with the Victorian Government and community to support the analysis, design and implementation of best-practice regulation. BRV supports the Commissioner for Better Regulation to:

  • Assess the adequacy of Regulatory Impact Statements (RISs) and Legislative Impact Assessments (LIAs)
  • Assist with the design, application, and administration of regulation
  • Identify opportunities for regulatory reform or to reduce red tape
  • Advise on and investigate complaints about competitive neutrality
  • Undertake research on specific regulatory issues, at the request of the Treasurer, Assistant Treasurer or Secretary, DTF.

To support economic growth, BRV also undertakes specific regulatory improvement initiatives (e.g. Regulator Health Checks and Regulator Pre-digitisation projects) to improve Victoria's regulatory system and enable firms to innovate and reduce the cost of doing business.

BRV aims for excellence in economic and regulatory policy analysis, consisting of a small team of around 12 DTF staff, supporting the Commissioner for Better Regulation.  Staff work in a collegiate environment that provides outstanding development opportunities through analysing a broad range of regulatory and public policy issues and working closely with the Commissioner.

About the role

This role is an ongoing opportunity which works across both the regulatory review function (analysing and assessing RISs and LIAs) as well as other functions (including broader regulatory improvement initiatives) outlined above, and will include significant engagement with departments, agencies and external stakeholders. The role will also assist to support capability building (regulatory development) across departments and agencies through training and other engagements undertaken by BRV.

Key accountabilities include:

  • Undertake rigorous economic analysis and research on complex regulatory and policy issues, with a particular focus on identifying opportunities to improve regulatory performance and outcomes.
  • Prepare high quality, influential written and verbal advice on complex issues for the Commissioner for Better Regulation, senior managers, departments, and other external stakeholders.
  • Actively participate in negotiations, consultation, and presentations with external stakeholders (including departments and agencies, regulators, businesses and members of the community) and build ongoing relationships with key stakeholders.
  • Participate in regulatory improvement initiatives with Victorian Government departments, agencies and regulators.
  • Contribute to a positive team culture.

About you

To be considered for the role, you must be able to demonstrate:

  • Well-developed analytical and research skills. Demonstrated ability to analyse problems through the application of economic and related frameworks.
  • Experience in providing high-quality advice both verbally and in writing, including the ability to convey complex ideas persuasively and effectively in plain English.
  • Demonstrated experience in successfully advising and negotiating with stakeholders on complex issues to achieve positive outcomes.
  • Stakeholder engagement skills, with the ability to build and maintain strong networks and ongoing positive relationships with departments, regulatory agencies and business groups.
  • Ability to effectively manage competing work priorities and to engage collaboratively as part of a team to deliver common goals.
  • An appropriate tertiary qualification in economics, law or a related public policy field that provides a strong analytical framework is required.
