The Department of Justice and Community Safety (the department) is seeking an Enforcement Review Officer to provide a critical role in the Industry Engagement and Enforcement Operation (IEEO).


About the business unit

Forming part of the department's COVID-19 response, the Industry Engagement and Enforcement Operation (IEEO) is responsible for engaging with all Victorian industries and business where there is a high risk of exposure to coronavirus (COVID-19).

The Policy, Planning and Governance Unit within IEEO is responsible for driving policy and planning activities relevant to IEEO's enforcement activities. This includes strategic and operational policy advice, Cabinet and Ministerial briefings, development of policies and procedure and undertaking necessary engagement with IEEO partner agencies and key stakeholders.

The Enforcement Review Office (ERO) within the Policy, Planning and Governance cell is responsible for assessing non-compliance observed in the field and facilitating the issuing of relevant enforcement notices in response to identified non-compliance with Chief Health Officer Directions and providing general support to the overarching enforcement capability. The Enforcement Review Officer supports the Manager, Enforcement Review Office in these matters, ensuring regulatory compliance and best practice.


About the role

Some of your duties will include:

  • Support the Manager, Enforcement Review Office, to assess and determine the facts of a matter and ensure the evidentiary and statutory requirements are met to issue a relevant enforcement notice.
  • Ensure the delivery of IEEO enforcement functions is in accordance with relevant regulatory and legislative requirements.
  • Issue official warnings, improvement infringement or prohibition notices under the relevant legislation.
  • Conduct accurate and continual enforcement reviews.

About you

To be successful in this role, you will have:

  • Knowledge of relevant legislation and Chief Health Officer Directions pertaining to the purpose of the Industry Engagement and Enforcement Operations and experience and understanding of administering regulatory frameworks and undertaking associated education and enforcement activities.
  • Demonstrated experience working in a complex and sensitive environment, support team capability and deliver team objectives and goals on time and to expectation.
  • High level analytical and problem-solving skills and ability to evaluate a range of information, exercise sound judgment, deliver evidence-based solutions and make decisions.



  • Experience in dealing within regulatory environment and responding to members of the public is desirable.
