Under the leadership of the Chief Municipal Inspector, the Local Government Inspectorate (LGI) is an independent administrative office hosted by the Department of Justice and Community Safety. It is the dedicated integrity agency for local government focussing on investigations for offences and compliance with the Local Government Act 2020 (Act).

About the Local Government Inspectorate

Under the leadership of the Chief Municipal Inspector, the Local Government Inspectorate (LGI) is an independent administrative office hosted by the Department of Justice and Community Safety. We are the integrity agency for local government in Victoria. We investigate councillors and council staff for alleged offences and failed compliance with the Local Government Act 2020 (Act). We also conduct reviews of council performance, report on outcomes of reviews to the local government sector, educate councils through presentations, and make recommendations for legislative change and policy development.

The key functions of the Inspectorate include:

  • Investigating alleged breaches of and offences against the Act, including electoral provisions.
  • Investigating allegations of serious or gross misconduct by councillors.
  • Collaborating with the Victorian Government Solicitor to undertake prosecutions for breaches of the Act.
  • Conducting audits of council performance and reporting on outcomes to the local government sector.
  • Undertaking targeted governance examinations of councils and broader systemic reviews of governance practices.
  • Advising the Attorney General and Minister for Local Government where there are significant failures of council to provide good governance.

 

About the role

You will be a designated Inspector of Municipal Administration, working in a small team of investigators under the Team Leader Investigations. Your key tasks will involve assessing complaints and conducting detailed investigations This includes interviewing witnesses, analysing documents, interpreting, and applying legislation, and drafting reports. You will draft witness statements, compile briefs, and be involved in prosecutions at court. You will also be involved in matters of policy, including recommending changes to the legislation and regulations. In this role, you will also get the opportunity to assist with proactive governance / compliance examinations, special projects, report writing and delivering presentations to councils.

Occasional travel within Melbourne and to regional Victoria may be required.

About you

To be successful in this role, you will have:

  • Ability to conduct investigations under direction within tight timeframes and in a sensitive environment.
  • Ability to use innovative thinking and analytical skills to gather, collate, analyse and respond to information.
  • Ability to draft documents including evidence-based reports and briefs of varying complexity.

Ideally you should also bring:

  • An appropriate tertiary qualification in the field of law or commerce or a related discipline
  • Experience in investigations, or compliance-related work.
  • Experience in interpreting and applying legislation.
  • A current Victorian driver's licence.
