The Manager, Cancer Services and Information team is responsible for the performance management, quality improvement and funding of key cancer service modalities including radiotherapy and chemotherapy. This includes providing strategic policy advice, supporting the planning and development of cancer services across Victoria including statewide services, and managing a range of public and private arrangements. The primary outcome is to ensure the delivery of high-quality, safe and appropriate cancer care close to home. Reporting to the Director, Cancer Services – Program Improvement Unit, the Manager will provide strategic advice, program leadership, guidance and support across the Department of Health and the Victorian cancer sector.

The Manager, Cancer Services and Information has overall responsibility for the day-to-day management and performance of the team. This includes oversight and accountability for data collection including the Victorian Radiotherapy Minimum Data System and the contracted arrangements with Cancer Council Victoria to manage the Victorian Cancer Registry on behalf of the Secretary of the Department of Health. The Manager has a critical role in leading implementation and monitoring of state-wide medical oncology systems and Multi-Disciplinary Team Meeting (MDM) software (QOOL-Vic) in Victorian health services. The position is also responsible for leading and managing the delivery of relevant priorities under the Victorian cancer plan 2020-2024 and implementation of the Improving Cancer Outcomes Act 2014.

People management, strategic commissioning, contract management, change management, data analysis, and governance skills plus an ability to work collaboratively with a diverse range of stakeholders will be essential to success in this role.


  • Lead performance monitoring of health services and cancer organisations, including being a key point of contact for the service, managing the performance cycle, local performance issues and escalating where appropriate to meet statewide departmental and government objectives and community expectations and.
  • Work with senior managers across the department to to set and achieve key performance indicators/standards and effectively drive service improvement of health services, including supporting collaboration across the service system, driving quality improvement and supporting local governance.
  • Act as a key source of local advice by maintaining an understanding of issues impacting health services and investigate and lead critical projects that develop and review policies, professional standards and operating practices to enhance service delivery, budget effectiveness, efficiency and improved client outcomes.
  • Forge strong connections across the department to ensure integration and coordination across all health programs and with external stakeholders to facilitate a partnership approach.
  • Identify and actively manage emerging issues and areas of risk for government, department and the community, provide timely expert advice and develop open and effective communication strategies including collection of highly complex, contentious or sensitive information on matters of staff or business.
  • Provide strategic thinking and future planning and oversee change management initiatives and integrated approaches to enhance compliance with department-wide policies.
