Position Summary: 

The Finance Manager role involves leading the Payment Processing Team within the Planning function of CEL and overseeing the allocation of costs to customer stakeholders. The Payment Processing team handles the financial transactions relating to all service requests and ensures there is a robust control environment and sound decisions associated with financial management.

Key objectives of the Payment Processing team include:

  • Work with Supply Hub ordering team and site contacts to validate vendor invoices to enable timely and accurate payment for goods and services
  • Facilitate the payment of validated invoices against correct purchase orders and operations for each site in a timely manner
  • Calculation of work effort across all customers to identify and split the spend, and manage related invoicing
  • Provide visibility of the current financial position to CEL Executives to actively monitor expenditure, forecasts and appropriately manage risks

Key responsibilities of the role include:

  • Ensuring that all costs of CEL are invoiced or journaled to customer stakeholders, resulting in a zero result for the CEL cost centre
  • Work with Finance team members from customer stakeholders to resolve issues and maintain an effective relationship
  • Be accountable for and lead the relationship with Procurement Services and suppliers throughout the confirmation of receipt and invoice payment process
  • Be accountable for and lead the team in the invoice validation and payment, as a point of escalation for any irregularities
  • Liaise with Supply Hub ordering team to clarify queries related to charges incurred
  • Liaise with Procurement in the event of any discrepancies in payment and reporting
  • Support compliance and governance by establishing a robust control environment
  • Maintain an advanced understanding of current, best-practice in financial management and services
  • Investigate and lead critical projects that develop and review policies, professional standards and operating practices that enhance service delivery, budget effectiveness, efficiency and improved client outcomes.
  • Routinely provide authoritative, expert advice to senior leadership on finance policy, risks, trends and provide solutions and options for decision-making
  • Develop, implement and maintain advanced financial systems that support delivery of best-practice, contemporary financial management and services
  • Monitor risks and issues and provide progress reports and expert, authoritative recommendations to ensure budget outcomes can be achieved
  • Comply with the Financial Management Act 1994 and other relevant legislation, regulations and government directives, policies and guidelines

Other responsibilities of the role include:

  • Dispute resolution in event of mismatch of order quantities and their relevant financial transitions

Responsibilities:

  • Provide authoritative advice to internal and external stakeholders and prepare and present detailed reports, ministerial briefs, cabinet and agency submissions on complex matters.
  • Build and maintain positive relationships with key stakeholders to facilitate a partnership approach.
  • Where responsible for overseeing, monitoring or delivering projects, ensure they are delivered in accordance with relevant legislation and government regulations and guidelines. 
  • Set clearly defined objectives and priorities and operate accordingly, reviewing and adjusting as required, and identify processes, tasks and resources required to achieve a goal.
  • Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
  • Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
  • Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.
