Precinct Planning and Coordination Branch

The Precinct Planning and Coordination Branch leads the development of vibrant, distinctive and innovative precincts and National Employment and Innovation Clusters (NEICs). The Branch has a vital role in supporting Victoria's COVID-19 economic recovery efforts through place-based delivery.

With the impacts of COVID-19, Melbourne's urban landscape changing, state-shaping infrastructure projects underway and previously industrial parts of the city being renewed, our Branch plays a critical role in supporting Melbourne's economic resilience, growth and liveability.  We do this by partnering across government and with community, industry, and research organisations to unlock the potential of precincts and NEICs across the city.

The Role

Key Accountabilities

1.           Manage the implementation the Fishermans Bend Development Contributions Plan, and other supporting infrastructure funding mechanisms, to deliver a significant program of precinct infrastructure.

2.           Manage and coordinate the collection and expenditure of a significant revenue stream from development contributions or other government funding sources, and establish appropriate monitoring and reporting frameworks to demonstrate delivery against performance indicators and acquit reporting requirements for senior management and Ministers.

3.           Manage staff and provide support and direction to staff working to support implementation across DJPR and partner Departments.

4.           Assist in preparation of and provide advice on business cases for infrastructure funding and delivery.

5.           Establish and maintain strong working relationships with key delivery partners and development industry stakeholders, to ensure effective and efficient delivery of infrastructure, including negotiating and managing infrastructure delivery agreements.

6.           Implement sound business and finance governance processes to manage and track procurement activity, financial and contractual obligations, delegations and authorisations, and issues and risks, in line with government policies and processes and ensure relevant documentation and reporting is maintained for audit purposes.

The Candidate

Key Selection Criteria

1.           Financial Management: Proven experience gained from large scale infrastructure projects and/or precincts, including finance and budget management, project management methodology, analysis and reporting and problem-solving skills.

2.           Commercial Acumen: Demonstrated appreciation of public sector financial, procurement and probity policies with the ability to maintain documentation and processes which will withstand the closest scrutiny.

3.           Leadership: Management experience with a proven ability to lead, motivate and develop a team of skilled and professional staff, promoting a respectful and engaged workforce in the delivery of major policy developments and projects.

4.           Negotiation and influencing: Highly evolved negotiating and influencing skills including the ability to build consensus at the most senior levels across government and with partners.

5.           Analysis and Routine Reporting: High level technical expertise and experience in data systems, assessing information requirements, data extraction and analysis, activity and performance report creation and benchmarking; advanced computer skills required to manipulate and analyse data; integrates data from different sources; analyses and evaluates information and identifies key issues and patterns; and identifies missing or questionable data.

6.           Relationship Building: Establishes and maintains relationships with people at all levels; promotes harmony and consensus through diplomatic handling of disagreements; forges useful partnerships with people across business areas, functions and organisations; builds trust through consistent actions, values and communication; minimises surprises.

Desired Experience/Qualifications

  •            A tertiary qualification in economics, accounting, finance, project management or a related field is desirable.

  •            Membership of a relevant financial institution or association such as FinSIA, CA, CPA would be highly regarded.

  •            Demonstrated State or local government experience in the financial and project management of development contributions plans or large-scale commercial projects.

  •            Experience in use of GEMS, Oracle and contract management databases would be desirable.
