About the Role:

This exciting opportunity has arisen to fill the Manager Procurement Operations role within the Finance business unit at CFA State Logistics Centre. This position is based at the CFA State Logistics Centre but will operate remotely for the interim period with COVID restrictions and will involve consultation with our districts, regions and external stakeholders. 

Reporting to the Program Manager, Procurement you will manage procurement practices at CFA as a senior procurement professional operating in a centre-led model; support the Program Manager Procurement to develop and implement CFA's Procurement Policy and ensure procurement activities meet CFA and Victorian Government Purchasing Board (VGPB) government procurement policies and procedures, with a continuous improvement approach to provide a standard framework that will achieve effective, efficient, ethical and transparent processes, while ensuring value for money outcomes. The role will:

  •           work closely with key stakeholders and subject matter experts to provide guidance for employees who make procurement decisions, to achieve their business objectives and extract the maximum benefit from any procurement activity

  •           provide leadership and advice to internal CFA customers and stakeholders on Procurement policy, procedures and market engagement processes/documents, to establish contracts for the procurement of goods and/or services, contractors,        consultants or public construction works and/or services, to maintain compliance with the relevant procurement related Policies and Directions

  •           review, develop and manage opportunities that deliver Government Procurement Initiatives

  •           develop and review templates and procedures as required, for standard procedures across the business to meet VGPB requirements and Government obligations and to ensure a consistency of approach across CFA

  •           monitor and report on procurement risks and Procurement Compliance, escalating to Program Manager Procurement as required including documenting and communicating procurement plans as required

About You:

To succeed in this key role, you will:

  • have experience as an established procurement professional with well-developed and relevant experience operating in a similar role within a Victorian Government context.
  • have demonstrated experience in managing large or complex procurements in-line with VGPB government procurement policies
  • have a well-developed understanding and application of VGPB guidelines and framework
  • be able to demonstrate strong leadership and management skills with the ability to manage complex issues and projects to develop innovative solutions and provide authoritative advice
  • have highly developed writing, interpersonal and consultation skills providing influence and negotiation at all levels, influencing strategic direction using strong commercial and business acumen
  • be highly self-motivated and able to work autonomously and take initiative; and
  • be able to build relationships and liaise at all levels
