About the role

We're not just about removing – we're building, we're connecting, we're revitalising, and the Industry Capability & Inclusion (ICI) Team at LXRP is busier than ever. As such, we need a Manager, Social Value and Monitoring Policy and Reporting to join the team!

This newly created role will be responsible for the management of contractual aspects of the Program relating to the Victorian Social Procurement Framework, Local Jobs First policy and other social value initiatives, provision of analysis, insight and reporting to facilitate performance outcomes, provide strategic and operational advise to stakeholders, respond to emerging and or complex issues, comply with departmental policies and governance frameworks, and drive a quality agenda to implement on-going improvements to the collection and reporting of data.  

Reporting to the Director Industry, Capability and Inclusion the Policy and Reporting Manager is responsible for overseeing and providing advice on the social value contractual aspects of the program. This includes the development and coordination of a quality assurance agenda, interfaces with other project elements, contract management, interdepartmental reporting, and administration at various project stages.

On a day-to-day basis you will be building and managing productive relationships with internal and external stakeholders, as well as:

  • Providing active leadership to a small team
  • Supporting industry capability & inclusive data practices, analytic monitoring, performance monitoring and driving innovation and improvement.
  • Undertake complex research and analysis on policy developments, industry trends, and program delivery issues, to identify opportunities and risks impacting the achievement of objectives, particularly in the areas of inclusion, diversity, workforce development, and social procurement

The Manager, Social Value and Procurement Policy and Reporting position is a 3-year fixed term contract, paying between $129,379 - $173,138 + super with a hybrid working arrangement. This includes a combination of working from home and in the office in the CBD.

About you

You will have a strong sense of purpose in helping the project deliver on transforming the way Victorians live, work and travel. We are interested in individuals with experience and knowledge of the civil construction industry, experience monitoring performance within the operation of a commercial framework, and experience in data driven performance management and analysis.

You will have prior experience with developing effective data management and quality assurance practices, influencing stakeholders towards best practice solutions, and prepare high quality briefings, reports and other management documentation as required. Furthermore, you will have the ability to identify and analyse emerging workforce issues, trends and risks and their associated impacts on contractual performance and compliance with all regulations, specifically the obligations of the Locals Jobs First Policy.

Due to the complex nature of the role, the successful candidate will be collaborative in nature, outcomes focused and strategic while also balancing the workforces desire for flexibility and adaptability. Let's get technical! What will we expect from you?

  • Relevant industry experience and knowledge of the civil construction industry, effectively resolving sensitive and multifaceted project development and delivery issues
  • Demonstrated experience monitoring performance within the operation of a commercial framework
  • Demonstrated experience in data driven performance management and data analysis
  • Knowledge of the Victorian Government policies and frameworks in relation to employment, diversity and social procurement including the Local Jobs First Policy (Victorian Industry Participation Policy/Major Projects Skills Guarantee) and the Victorian Social Procurement Framework (desired)
  • Relevant tertiary qualification in finance, business economics, commerce of other discipline related to contract management (desired) Strong written communication skills and with the ability to present information in a clear and succinct manner to a range of audiences such as executive/senior management, Government departments and program delivery partners
  • Strong stakeholder management skills with the ability to build and maintain strong relationships with a wide range of stakeholders
  • Microsoft suite experience in interpreting or managing data analysis platforms such as Power BI, Microsoft Excel, etc
