  • Establish a strategic intelligence function for the Human Services Regulator and in preparation for the Social Services Reform Bill by identifying and implementing the people, process, ICT systems and technology elements needed to enable data driven approaches to risk-based regulation.
  • Lead the functions of the Human Service Regulator that deliver robust ICT systems, efficient information management, recordkeeping compliance, routine reporting, advanced analytics and investigative analysis, to provide authoritative advice on trends, risks and issues and support business need.
  • Lead and contribute to the annual regulatory plan and regulatory strategy for the Human Services Regulator.

An exciting opportunity exists for a Manager, Strategy & Analytics on a Full time (76 hours per fortnight) | Ongoing basis in Regulation & Reform.

Regulation & Reform creates a strengthened and consolidated focus on human services regulation and safeguarding, builds capacity for system-wide regulatory policy design and reform, and enables a more coordinated and strengthened approach to entity relationship management.

Our main accountabilities are to:

  • Lead whole of department regulatory policy and standards design and review to support safe and integrated delivery.
  • Promote contemporary, responsive and risk-based regulation and practice across the department's regulatory schemes by providing guidance, education and mutual support.
  • Regulate human services provision and manage specific regulatory schemes from a system-wide perspective (in particular, strengthening the capacity and capability for investigation and enforcement).
  • Manage the department's relationship with independent portfolio regulatory commissioners, panels and tribunals.

The Manager, Strategy and Analytics will lead the team responsible for the development, maintenance and review of intelligence driven approaches to risk-based regulation across all of the Human Services Regulator's functions, from education and engagement, through registration and regulatory compliance and enforcement.

As our ideal candidate, you will be required to demonstrate:

  1. Systems thinking: diagnoses trends, obstacles and opportunities in the internal and external environment; understands the linkages between natural systems and communities to inform policy; conceptualises and defines the systems working within the organisation.
  2. Written Communication: prepares complex briefs, letters, emails and reports using clear, concise and grammatically correct language; edits written communications to ensure they contain the information necessary to achieve their purpose and meet audience needs; ensures appropriate style and formats are used.
  3. Self-management: invites feedback on own behaviour and impact; uses new knowledge or information about self to build a broader understanding of own behaviour and the impact it has on others; understands strong emotional reactions and seeks ways to manage them more effectively.
