About ESTA

ESTA is the critical link between the Victorian community and the state's emergency services agencies and it partners with the agencies to improve service delivery to the community. It provides Victoria's 24-hour emergency call-taking and dispatch services for police, fire, ambulance and VICSES and manages the provision of advanced, operational communications for police, ambulance, fire services and the SES.

About the role

The People Advisor is part of a dynamic P&C team and reports to a Manager, People & Change and is responsible for partnering with leaders and leadership teams to improve organisational effectiveness and foster a culture of performance and accountability.

This role will lead and coach leaders on the successful resolution of complex and systematic employee workplace grievances and disputes including the development of preventative strategies and action plans.

The People Advisor will also case manage complex people related matters and or disputes with engagement from the Workplace Relations team and lead the development of effective solutions and resolutions to all people related issues.


Key accountabilities 

  • Case manage complex people related matters and or disputes with engagement from Workplace Relations and lead the development of effective solutions and resolutions to all people related matters.
  • Work with leaders to ensure performance and conduct issues are addressed in timely manner and that an environment is maintained that supports ESTA's desired culture.
  • Provide leadership coaching to front line leaders in relation to their people obligations and accountabilities.
  • Lead and coach Executive and Senior Leaders on the successful resolution of complex and systematic employee and workplace grievances and disputes including the development of preventative strategies and action plans i.e., conflict resolution, mediation and Environmental Health Checks and action plans.
  • Lead local talent management and succession planning processes to ensure the organisation has the required capabilities in place and that achieves a positive experience for people and their careers.
  • Diagnose organisational structures and people capabilities in order to design and implement effective solutions that shape culture, build organisation capability and enable business results in a complex and dynamic environment.
  • Champion and support the design, implementation and adoption of new people processes and frameworks to meet ESTA's objectives and support people experience.
  • Promote the Vision and goals of the organisation both internally and externally, with professionalism and enthusiasm and in accordance with ESTA, Emergency Management Sector and Victorian Public Sector plans and policies.
  • Maintain a safe, positive and productive work environment free from discrimination, bullying and harassment; comply with ESTA policies and procedures.
  • Other duties as directed by the Manager, People & Change, consistent with the above duties and responsibilities.


About you

To be considered for this opportunity, you will have the following: 

  • Previous experience in a Senior HR generalist role within a complex and dynamic environment
  • The successful applicant must satisfy the National Police Records Check standard that includes fingerprinting
  • Solid experience in case management of complex employee relations matters and grievances with the ability to negotiate satisfactory outcomes
  • Facilitation skills in coaching and influencing senior leaders and senior leadership teams to achieve outcomes with competing priorities
  • Strong analytical capabilities.
  • High-level oral, interpersonal and written communication skills, with strong attention to detail.
  • Demonstrated ability to provide accurate detailed advice and coaching to leaders in a fast-paced complex industrial environment.
  • Contemporary HR knowledge and ability to advise on Agreements, legislation, HR processes and policies.
  • Demonstrated ability to initiate, build and maintain strong and effective relationships with peers and leaders within the business.
  • Highly accountable self-starter with a continuous improvement motivation and service mindset.
