About North East Link

The North East Link Project (NELP) is a $15.8bn infrastructure project that will connect the missing link in Melbourne's freeway network, whilst increasing the capacity of the Eastern Freeway. It will slash travel times, get trucks off local roads and link key growth areas in the north and south-east whilst creating thousands of new jobs. 

NELP is the Victorian Government entity responsible for the delivery of this mega-project.  NELP has already laid out initial design concepts, engaged community leaders and are now at tendering stage with several major contractors.  With completion due in 2027, things are ramping up fast at NELP.

About the opportunity

This is a rare and unique opportunity to lead the environment and planning team on the most complex package of the $16.8bn North East Link Project; the PPP road tunnel.  Positioned at the heart of the PPP Delivery team as an extension of the wider NELP Land, Planning and Environment team you will provide expert guidance to the General Manager, PPP and NELP executive leadership team. You will build and lead a team of environmental and planning specialists partnering with all areas of the project to ensure an integrated approach.

As the Planning and Environment Lead, PPP you will ensure Primary Package planning and delivery processes are seamlessly managed, providing innovative solutions to meet the needs of our demanding project. You and your team will identify, assess and resolving complex environmental risks associated with the Primary Package. Key challenges will include contamination, ecology, cultural heritage, engaging landowners and complying with project approvals.  

About you:

This position demands a highly experienced and well-rounded environmental leader with expert knowledge in major infrastructure delivery as well as the mechanisms behind multi-billion-dollar PPP's. This includes expert level knowledge and experience in the environmental aspects of major tunnelling project delivery spanning statutory planning, environmental and heritage approvals and associated government policy within a Victorian context. You will have highly refined executive stakeholder management skills and an appreciation for the linkages of state government.

Finally, as the leader of a team within one of the most challenging infrastructure projects in Australia's history it is important you bring the extensive people management and leadership skills needed to build and develop an engaged and high performing team.
