About the role:

The Civil Law Division sits within the Legal Services Department and comprises of the Civil Litigation Unit, Employment Law Unit, Commercial Law Unit, Special Counsel, Royal Commission Team and the Privacy & Freedom of Information Unit. 

This role will also include portfolio management responsibilities, as directed by the Superintendent Civil Law Division. In particular, there is a significant focus on reviewing cabinet submissions and policy matters as well as providing human rights law advice into matters dealt with across Victoria Police's Legal Service Department. This includes the ability to provide expert human rights law considerations into civil litigation, employment law, cabinet submissions and other current and emerging issues for Victoria Police.

Your duties will include:

  • Providing a legal advisory service to Victoria Police Departments in relation to legal services managed by the Civil Litigation Division and informing upon development and delivery of policy training initiatives;
  • Identification of Human Rights issues arising in policy matters (internal and external to Victoria Police);
  • Early identification and management of Human Rights issues being raised in civil, coronial and criminal litigation proceedings;
  • The delivery of the highest standards of advocacy on behalf of Victoria Police as required;
  • Building and promoting the integrity of Victoria Police Legal Services;
  • Legal advice around legislative reform and HR compatibility statements;
  • Reviewing cabinet submissions and providing advice to senior management within Legal Services Department;
  • Self-management of case load and service delivery requirements;
  • Building and maintaining sound relationships with internal/external stakeholders and partners;
  • Managing a team of lawyers where required;
  • Mentoring and coaching of junior lawyers.

As the successful applicant, you will have:

  • Specialist knowledge, understanding and experience in the principles and practice of human rights law and related areas;
  • Exceptional communication skills;
  • Experience in policy and Government liaison;
  • Sound leadership and decision making skills;
  • Experience managing a team;
  • Strong people skills – including high levels of emotional intelligence and self-awareness;
  • Admission to practise as an Australian Lawyer;
  • A current unrestricted practicing certificate or be eligible to obtain one and;
  • Extensive knowledge of cabinet and legislative development process.

Requirements and relevant information:

  • One (1) full time, fixed term position currently available until 01/01/2021.
  • Position will be located at the Victoria Police Centre (VPC), 637 Flinders Street, Docklands. In 2020 the VPC will be relocating to 311 Spencer Street, Melbourne.
  • The successful applicant will be required to undergo National Security Vetting, achieve and maintain a security classification as determined by the Department Head.  To achieve this, applicants must be an Australian Citizen.
  • The successful candidate will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening.
  • As a member of the Legal Services Department you will be located, on selection, at a specific office within a Division for a advertised opportunity.  However, due to occasional legal service demand you may be required at times to undertake varied work within the Department.  This supports the Departments commitment to a flexible and deployable legal workforce and professional development opportunities in a range of legal domains.
