The role of the Principal Policy Officer sits within the Policy and Reform Unit and leads policy design and development of policies, initiatives and strategies which support Government's reform objectives for a more collaborative, effective and financially sustainable TAFE network. The Principal Policy Officer also provides specialist policy analysis and advice to support strategic decision-making and to identify system-wide solutions. The Principal Policy Officer will engage with internal and external stakeholders effectively to identify potential linkages and strategic alignment to support policy design and development. This includes engagement with colleagues across the OTCD, across the Higher Education and Skills group, the broader Department of Education and Training and and the Victorian Skills Authority.

This role will require an understanding of financial and budget issues and have particular focus on leading policy design, procurement and project management associated with the development of sustainable TAFE funding models.

Key accountabilities for the role include: specialist expertise in policy design and development; demonstrating leadership and initiative required at the VPS6 level to achieve reform outcomes; providing expert advice to colleagues within the Policy and Reform Unit, the OTCD and more broadly with DET to support decision making; working collaboratively with a range of stakeholders to influence, embed and implement new approaches and ways of working, informed by systems thinking and network governance principles; play a leading role in the design and development of new policy initiatives in the TAFE Policy & Reform Unit.
