About North East Link

The North East Link Project (NELP) is a $15.8bn infrastructure project that will connect the missing link in Melbourne's freeway network, whilst increasing the capacity of the Eastern Freeway. It will slash travel times, get trucks off local roads and link key growth areas in the north and south-east whilst creating thousands of new jobs. 

NELP is the Victorian Government entity responsible for the delivery of this mega-project.  NELP has already laid out initial design concepts, engaged community leaders and are now at tendering stage with several major contractors.  With completion due in 2027, things are ramping up fast at NELP.

About the opportunity

This is a rare and unique opportunity to lead design of the most complex package of the $16.8bn North East Link Project; the PPP tunnel.  Positioned at the core of the PPP Delivery team as a key leader, you will lead Design management for the package, supporting PPP Delivery Leaders and the NELP executive leadership team. You will build and lead a multi-disciplinary team of subject matter experts, partnering with all areas of the project to ensure our designs lead to a safe and valuable asset for Victoria.

The Principal Project Specialist, PPP Design will also provide critical oversight of the Independent Reviewer and Environmental Auditor contract, Quality Management and the Urban Design team. This position is integral to the success of the project, ensuring the required functionality and standards related to the design and delivery of the of the North East Link are achieved. Through the development and management of influential relationships, from executive level to graduates, this position enables collaboration and achieves implementable and practical outcomes for the State and our Primary Package delivery partners.

About you:

This position demands a highly experienced and well-rounded infrastructure design leader with expert knowledge of major infrastructure delivery. To be considered for the role you must have:

  • Extensive experience in the planning, design review, delivery and commissioning of large complex tunnel construction projects across both public and private sectors.
  • Extensive experience in PPP procurement and collaborative delivery contractual models including the delivery of large tunnel infrastructure.
  • A strong understanding of the Government's policy objectives and transport strategies, and an excellent grasp of construction industry issues, trends and stakeholders.
