Principal Solicitor, Advisory

The Department of Jobs, Precincts and Regions (DJPR) was established to ensure Victoria's strong economic performance by growing industries and regions. The department supports a range of diverse portfolios and operates across metropolitan, regional and international offices.

This position sits in the Advice team of the Public and Administrative Law Unit in the Legal and Legislation Branch.

The Principal Solicitor will be responsible for providing authoritative advice on complex legal, legislative and policy issues and proposals, across the department's portfolios. The Principal Solicitor will undertake high level research and analysis and will prepare advice, briefs and correspondence on legal issues and proposals including advising on guidelines and operating procedures. They will draft notices, Orders and Memorandums of Understanding at an advanced level.  They will also develop training materials and deliver training in areas of administrative law.

The Advice team provides legal advice on statutory decision making, statutory interpretation and administrative law for a diverse client group including regional staff, policy officers and administrative decision makers. 

The successful applicant will undertake a wide variety of work across Legal and Legislation branch.

The main key accountabilities of the role will include:

  • Provide authoritative and strategic advice on highly complex and sensitive legal, legislation and policy issues and proposals, in the context of Government and Department policy objectives.
  • Identify, analyse, raise awareness of and respond to new and emerging legal, legislation and policy issues and their implications for the State.
  • Lead on highly complex and sensitive matters in various jurisdictions and provide high level advice including options for decision; develop strategies for conduct of complex proceedings; manage stakeholder interests.
  • Prepare briefings, reports and correspondence on legislation and policy issues and proposals, at an advanced level.
  • Manage the provision of legal services by external providers to ensure high quality advice and value for money.
  • Contribute to the development of the Advisory team by attending staff meetings and supporting the development, review and maintenance of internal precedents and matter management systems.
