We are looking for an experienced Procurement professional for a new position as ACCS commences an exciting new growth phase + implements new services

This is a brand new position within a small but important state government agency. We are looking for an experienced procurement professional to work part time (0.6 FTE) as we commence on an exciting new growth phase. The Procurement Advisor will provide a key role at ACCS as it implements additional services in the New Year, undertakes key projects for existing and new services, and expands its workforce and financial responsibilities.

 

About us

Accident Compensation Conciliation Service (ACCS) is an independent statutory authority. ACCS helps resolve workers' compensation disputes in Victoria between injured workers and employers and/or WorkCover agents or self-insurers, embracing the principles of Alternative Dispute Resolution.

ACCS is transforming. Our business will soon expand to provide arbitration services in addition to conciliation services. In line with Government policy, the ACCS Arbitration service will provide injured workers, who are unsuccessful in resolving WorkCover disputes at conciliation, a low cost, fast and informal alternative to lodging their claims in the court system.  As a consequence of this new service, ACCS expects its workforce to significantly increase over the next 2-3 years, including the expansion of our office space to include a third floor this year.

 

The impact you'll have

Reporting to the Chief Financial Officer (CFO), the Procurement Advisor is a key position within the Corporate Services Team, providing expert procurement advice, along with leading the end to end procurement activities for ACCS. Working closely with the CFO you will develop, review and update ACCS procurement protocols and artefacts and provide training to relevant employees.

The position will also play an important role assisting Managers in preparing requests for tender/quote, coordinating the activities as part of the evaluation process of vendors, along with developing and monitoring contract management plans. Drawing upon your experience, you will provide advice and support Managers to ensure procurement activities align to the Victorian Government Purchasing Board's (VGPB) Framework and ACCS policies and protocols.

This is an ongoing, part time (0.6 FTE) role as an ACCS employee. The days and hours of the week can be negotiated. ACCS operates in a hybrid working environment, with a mix of working in the office and working from home. The salary range is: $101,536 - $108,542 + 10.5% super. There are no direct reports. The workforce is currently around 110 people, expanding to 170 - 190 over the next two years.

 

About you

To be successful in this role, your skills and experience will include:

  • Proven practical experience in a similar role, with demonstrated understanding of procurement and contract management principles, including strong excel skill sets
  • Demonstrated understanding of the Victorian Government Purchasing Board and relevant procurement requirements of the Standing Directions
  • The ability to problem solve thinking within multiple, substantially different procedures, standards and precedents, whilst possessing strong analytical skills to work through outcomes
  • Highly developed interpersonal and communication skills and the capacity to present information effectively in verbal and written forms
  • Strong leadership qualities with the ability to build trusting networks, provide guidance, direction and commitment to help mature procurement activities
  • Proven time management with the ability to categorise tasks according to priority importance

Desirable skills and experience

  • Tertiary qualified or recognised procurement qualification, with a strong procurement and sourcing background
  • Experience using the Oracle Financial Systems
  • Experience using State Purchase Contracts
  • An understanding or evidence of adaptability to working in a Public Sector environment and its accountability requirements
