ESTA is the critical link between the Victorian community and the state's emergency services agencies and it partners with the agencies to improve service delivery to the community. It provides Victoria's 24-hour emergency call-taking and dispatch services for police, fire, ambulance and VICSES and manages the provision of advanced, operational communications for police, ambulance, fire services and the SES.  Its vision is to be a high-performing team trusted by the community and our partners to deliver the right emergency response. About the role

The Product Owner, Infrastructure is a key and active participant of the Emergency Communication Information Services team (ECIS).

The goal of the function is to build and maintain integrated information and technology services to support operational communications within Victoria's emergency management sector specifically focused on the service operation portfolio.

Reporting to the Head of Infrastructure and Networking, specific accountabilities will primarily include:

  • Maintenance of the key infrastructure and platforms on which the key ESTA applications reside.
  • Work on various projects and initiatives as highlighted by various stakeholders in the organisation.
  • Providing support and working with ECIS service teams to ensure a proactive ITIL process including incident management, problem management, change management and knowledge management including proactively tracking and reduction in service continuity interruption.
  • Ensure that all service levels targets are being achieved from an infrastructure availability, incident, request fulfilment resolution.

A key component of this function is to oversee and facilitate issues, resolution/escalation and dependency management. Within this role you will be coordinating all required technical activities and provide guidance to relevant team members ensuring tasks are completed and delivered within the required timeframes.

 

Key Accountabilies of the role are

  • Manage/monitor all infrastructure, network, security and computer systems to meet the organisations current and future requirements
  • Iteratively create and update the services and product catalogue, so that rest of the organisation can leverage the offering from the team.
  • Support the ECIS Service team in the development and implementation of a 12-month maintenance schedule, Disaster Recovery planning and exercises with a clear focus on proactively ensuring the continuity of ESTA services. In addition, ensure monthly backup and restoration tests occur and are successful. This will require restoring 1 critical component to the CAD or Corp environment.
  • Ensure that monthly patching is completed for the corporate and CAD infrastructure including workstations.
  • Provide regular updates to internal stakeholders with progress on the internal activities and projects.
  • Provide regular updates to monthly reporting ensuring environments are maintained and achieving expected targets.
  • Manage a team to provide first level support for incidents and requests.
  • Manage a team to provide second/third level support for infrastructure, systems and security requirements.
  • Act as a point of escalation for technical queries from direct reports and customers
  • Participate in the delivery of change into the ESTA Technology infrastructure, and systems.
  • Monitor systems and identify performance issues proactively.
  • Work with vendors and service providers to review the product lifecycles and drive technology roadmaps.
  • Proactively manage the asset lifecycles.
  • Create and review the infrastructure product & services roadmaps. 

 

About you

To be considered for this opportunity, you will have the following:

  • A Tertiary qualification in IT related studies or related discipline
  • Extensive/Demonstrable experience managing a team and administrating infrastructure/systems in a mission critical environment
  • Strong technical knowledge of:
    • Multi-tier application and system integration
    • Virtualisation technologies including VMWare and Citrix
    • CISCO enterprise systems including Nexus and catalyst technologies
    • Security technical protocols, policies and processes
  • Excellent knowledge of Microsoft Server Systems including active directory, SQL server, cloud technologies and Office 365
  • Strong understanding of incident and problem management resolution in a highly complex systems environment
  • Strong people leadership skills/demonstrable current experience in leading a high performing team
  • Strong interpersonal skills and the ability to work with a wide range of stakeholders
  • Experience in a multi-site corporate environment with strong communication skills to lead a small team of technical professionals focused on improving the end user / customer experience
