PTA Level 7, $142,675 (plus 10% super)

About the Role:

An exciting opportunity has arisen to fill the Program Manager Procurement role within the Finance business unit at CFA State Logistics Centre, for 9 months from 1 October 2021 until 30 June 2022.  This position is based at the CFA State Logistics Centre but will operate remotely for the interim period with COVID restrictions and will involve consultation with our districts, regions and external stakeholders. 

Reporting to the Head of Revenue, Procurement & Brigade Finance Policy you will lead the team responsible for procurement governance (including contract management), procurement / contract management strategy and procurement oversight, to achieve CFA objectives and extract the maximum benefit from any procurement activity. You will also ensure effective financial management of CFA procurement activities through:

  •           efficient and effective procurement and contract management operating in a centre-led model

  •           implementing required systems, structures, processes and disciplines to meet the government's requirements for accountability with respect to procurement as specified by the Victorian Government Purchasing Board (VGPB)

  •           providing strong authoritative and expert leadership across CFA as the Procurement subject matter expert.

In addition to leading the Procurement team you will also conduct an important project with a critical outcome to be successful attestation by CFA to compliance by no later than 30 June 2022 with Standing Direction 4.2.1 Acquisition of assets, goods and services.

About You:

To succeed in this key role, you will:

  • have experience as an established procurement professional with well-developed and relevant experience operating in a similar role within a large and complex organization.
  • possess proven ability to ‘own' and lead a significant business function and dynamically drive high quality outputs and outcomes on time and continuous improvement to support the delivery of an organisational strategy
  • have demonstrated experience in managing large or complex procurements in-line with VGPB government procurement policies
  • have a well-developed understanding and application of VGPB guidelines and framework
  • have a sound understanding of contract management principles
  • be able to demonstrate strong leadership and management skills with the ability to manage complex issues and projects to develop innovative solutions and provide authoritative advice
  • have highly developed writing, interpersonal and consultation skills providing influence and negotiation at all levels, influencing strategic direction using strong commercial and business acumen
  • be highly self-motivated and able to work autonomously and take initiative; and
  • be able to build relationships and liaise at all levels
