Emergency Management Victoria (EMV) leads emergency management in Victoria by working with government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies. EMV is a statutory entity and is part of the Department of Justice and Community Safety (the Department). The Department, through the Secretary, employs EMV staff and provides corporate functions to EMV. EMV is led jointly by the Chief Executive (CE) and the Emergency Management Commissioner (EMC).

The Program Officer, Planning and Capability will support the Senior Project Officer - Exercising in designing, organising and facilitating stakeholder engagement and consultation, maintaining stakeholder relationships and associated communication activity.

The key responsibilities for this role will include:

  • Provide advice on communications and engagement strategies in respect to planning for and the delivery and evaluation of emergency management plan exercises.
  • Contribute to the development and implementation of emergency management plan exercises, with an emphasis on communications and engagement aspects.
  • Develop timely communications for relevant stakeholders (including key state, regional and municipal stakeholders, senior management, the State Emergency Management Planning Committee, and project staff) to a quality and standard which meet stakeholder needs.
  • Support the delivery of projects through maintaining project documentation, supporting procurement processes, responding to reporting requests and identify and communicate issue and risks.

To be successful you will have:

  • Experience in managing complex stakeholder and associated communication needs in a complex, contested a public sector environment.
  • Proven ability to write clearly on complex issues for a wide range of stakeholders.
  • Demonstrated ability to work autonomously and with initiative.
  • Knowledge of Victoria's emergency management arrangements.
