Senior Adviser (Capability and Risk), State Control Centre

  • Help Victorians to plan for and recover from state emergencies
  • Support the Deputy Commissioner to lead and manage change initiatives
  • Earn $98,396 - $119,052 per year plus superannuation

Emergency Management Victoria is searching for a senior adviser to work for the Capability and Risk unit on a fixed term contract through to mid-2022.

The successful candidate will engage with communities, government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies.


Victoria's State Control Centre (SCC) is the primary control centre for the management of emergencies. The SCC is the hub of a network of regional control (RCC) and incident control (ICC) centres across the state.

Having a role with SCC means you're a part of the massive task of delivering and supporting the people and services needed for a particular emergency. The critical and urgent nature of states of emergency means you are making an important contribution to the people of Victoria.

With more frequent, intense, and converging emergencies forecast into the future, the SCC is moving to a new model which will ensure the centre can operate 24 hours a day, seven days a week, 365 days a year to manage a range of major emergencies and keep the community safe.

The key areas of responsibility for the SCC are:

  • assessing the current and expected future state of the emergency to support strategic decision-making
  • engaging with and providing information to key stakeholders and the State Emergency Management Team
  • implementing emergency control strategies and arrangements
  • producing and delivering information and community warnings
  • prioritising the allocation of state and specialist resources
  • providing support to state, regional, incident control and agency personnel.


  • Provide authoritative advice to the Deputy Commissioner on complex operational matters, planning, risk, reporting, assurance, performance reporting, compliance, project oversight and information management.
  • Undertake research and investigate and prepare complex briefings and reports for the Deputy Commissioner, including preparation of a range of cross-portfolio projects
  • Coordinate advice from the Capability and Risk business unit to the Chief Executive, Emergency Management Commissioner and other key stakeholders, including the Minister's Office and the Secretary, Department of Justice and Community Safety.
  • Develop, manage and maintain effective working relationships with high-level stakeholders within Victoria's Emergency Management sector.


We are looking for people with:

  • Demonstrated knowledge of Victoria's emergency management arrangements (desirable).
  • An understanding of the structure and responsibilities of the Department of Justice and Community Safety and, more broadly, the Victorian Government (desirable).
  • Experience in monitoring performance of service systems and developing performance measures and use of performance data (desirable).
