About the role: 

  • The Senior Emergency Management Doctrine Planning Officer is responsible for leading the development and implementation of the department's doctrine and plans across the Emergency Management phases (Prevention, Preparedness, Response and Recovery) and facilitating the achievement of the department's legislative obligations and responsibilities for emergency management.

  • The role will work across the Emergency Management branch and the department to ensure all emergency management concept of operations, standard operating procedures and planning aligns with the Health Emergencies SubPlan and health doctrine.

How you'll make a difference:

  • Develop, implement and maintain the department's doctrine and plans across the Emergency Management phases (Prevention, Preparedness, Response and Recovery) and facilitating the achievement of the department's legislative obligations and responsibilities for emergency management .
  • Lead or assist projects from the emergency management work programme which support the enhancement of the departments and health sectors' capability and capacity to respond to health emergencies, specifical in relation to doctrine development and planning
  • Support the Emergency Management branch to prioritise readiness work towards the hazards and risks most likely to require a response
  • Lead the ongoing research and understanding of all hazards and risks in Victoria, to ensure that readiness activities, such as planning functions, are well informed
  • Assist with the implementation of guidelines, procedures, systems and standardised practices for emergency operations
  • Research and review other organisations within and external to the State with the intent of establishing best operational practice
  • Provide advice on the implementation of policy and operational practice and procedures
  • Provide advice and lead consultative processes to assist in building capability and capacity, and inter-operability for emergency management across the department and the health and emergency management sectors
