The Senior Health and Safety Risk and Assurance Advisor is responsible for: developing, implementing and supporting the adoption of effective Health Safety and Wellbeing (HSW) management standards, practices and reporting processes across VHBA's diverse asset base and project portfolio; working with the commercial and procurement team to embed HSW expectations and requirements in tender documents, project agreements, contracts and subcontractor performance evaluations, where appropriate; supporting project teams with HSW subject matter expertise and advice to increase HSW awareness and to uplift capability, and project compliance and performance across key HSW metrics; supporting continuous improvement of HSW management processes and alignment of VHBA's Project Management Framework (PMF) with legislative requirements and industry best practice; identifying HSW due diligence , compliance and engagement threats and opportunities and escalating as appropriate; and, providing advice and support to the Authority regarding emergency response management, incident investigation and root cause analysis.

Are You?

  • Experienced in managing H&S within a complex capital project environment for an EPCM or Tier 1 Contractor? 
  • Passionate about improving H&S management standards, processes and organisation awareness and culture? 
  • Pragmatic and able to communicate with stakeholders at all levels in a persuasive manner to promote buy-in and adoption of H&S management and reporting best practices?


  • Make decisions in situations where there is some, but not definitive, precedent about the application of an organisational framework  
  • Innovative thinking and analysis influences developments within functional area  
  • Initiates and maintain relationships with peer and senior internal and external stakeholders  
  • Focuses on understanding stakeholder issues  
  • Prepares technical reports at an advanced professional level  
  • Develop briefs on highly complex issues that provide options for discussion and consideration and will  contribute to the development of a set of final options for decision  
  • Provide high level expertise dealing with more complex matters  
  • Specialist in an area of their profession and relied on for advice in this field  
  • Undertakes complex independent specialist work and analysis  
  • Initiates analysis within an PMO area consistent with organisational objectives  
  • Provides leadership in the adaptation and application of concepts to operational matters within local work area
  • Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements. 
  • Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.  
  • Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.
