An exciting opportunity exists for a Senior Manager, Government Intellectual Property (IP) Policy on an ongoing basis in the Strategic Sourcing group.

The Strategic Sourcing Group provides:

  • Whole of government procurement solutions to achieve best value for the Victorian Government;
  • Whole of government policy development and implementation of the State's Intellectual Property requirements;
  • Procurement policy leadership supporting the Victorian Government Purchasing Board; and
  • Management of the Standard Motor Vehicle Policy, VicFleet operations and the finance lease facility for government departments and agencies.

Senior Manager, Government Intellectual Property (IP) Policy

Reporting to the Director Procurement Policy, this role is responsible for the development, management and implementation of the State's IP Policy; leading negotiations with copyright collection agencies for the State's agreements in accordance with the Government statutory licence; considering requests to commercialise Government IP and contributing to national forums on copyright. The Senior Manager, Intellectual Property (IP) Policy is a senior leader in the Policy and Reform team of Strategic Sourcing, providing leadership and strategic direction in management of government IP.

Key accountabilities 

  • Develop, maintain and implement the State's IP Policy and guidelines including the application of Creative Commons licensing, advice on IP in procurement and commercialisation, and negotiation and implementation of the State's agreements with copyright collection societies.
  • Provide expert strategic advice to the Victorian Public Sector on a wide range of intellectual property management issues. Represent DTF on Whole of Victorian Government (WoVG) groups and committees.
  • Provide support for projects and policy implementation, for example, in engaging consultants, preparing policy guidance documents, preparing briefs for Ministers and their advisers, the Secretary and other key decision-makers and stakeholders.
  • Contribute significantly to inter-jurisdictional forums, participate in law reform activities, and manage relationships with copyright collection agencies, Victorian Government departments and agencies and other States and Territories.
  • Lead negotiations with copyright collecting societies regarding the State's liability for use of third party copyright material in accordance with the Government statutory licence.
  • Consult and negotiate with stakeholders within and outside the Victorian Public Sector, drafting key documents and gaining stakeholder buy-in on proposals.
  • Lead the development of education and training resources for policy implementation. Present to public sector agencies on IP policy issues.
  • As part of the leadership team in the Procurement Policy and Reform team, contribute to strategic planning and provide leadership and direction to staff.
  • Support the Strategic Sourcing Group in delivery of other priorities as required.

Experience and qualifications

  • A tertiary qualification in business, policy, law or a related field.
  • Knowledge of Victorian Government processes, including policy implementation is desirable.
