This position requires the successful applicant to demonstrate a high level of initiative, experience and knowledge in managing both policy and project scoping, development, implementation and evaluation. To support efficiency and timeliness, the successful applicant will posses strong written communication skills. The successful applicant must demonstrate ability to be flexible to rapid change in project or policy direction. Due to the collaborative nature of Bastow, the applicant will need to be able to demonstrate high level interpersonal and stakeholder management skills as well as the capacity to liaise with a wide range of internal and external stakeholders on behalf of Bastow.

Senior Policy and Project Officer (fixed term 12 months)

An exciting opportunity exists in Bastow Institute of Educational Leadership (Bastow) for a Senior Policy and Project Officer.

Reporting to the Manager, Priorities Workforce Initiative unit of Bastow Institute of Educational Leadership, this role will support the design, consultation and implementation of a new program targeted to highly skilled teachers in Victoria. The new position is an opportunity to lead and support the development of an exciting program that will build expertise in specialisations. This role will provide policy advice, strategic direction and project management specific to investments in the specialisation of highly skilled teachers across sectors. The role also involves working with a team of Bastow designers to initiate, develop and refine professional learning programs grounded by best practice implementation of adult learning design principles.


Key accountabilities include:

  • Scoping, planning, implementation and evlauation of policy development and project implementation
  • facilitating internal and external relationships to initiate and implement system change as related to the Education State and improve wider sector performance.
  • contributing to cross-agency and sector collaboration
  • supporting change within the sector, including through the exchange of information, and through proactive advocacy for lifting learning and development outcomes and achievement
  • actively supporting the building of a high-performing team
  • ensuring fidelity and integrity of the planning and implementation process through monitoring and reporting, including contributing to data collection, monitoring and evaluation processes as required.


Key capabilities include:

  • Strong stakeholder management and communication skills
  • Sound knowledge and demonstrated experience of contemporary policy and project management theory and practices.
  • Knowledge in government contract management and procurement processes
  • Application of conceptual and analytical thinking, resilience, and flexibility.
