Position Summary: 

The purpose of the role is to lead policy and strategy work to support the issuing of Directions under the Public Health and Wellbeing Act 2008 and to support the Directions Policy Implementation team.

This role will support the ongoing management of the Victorian Government response to COVID-19, as the State moves out of the critical response period for this pandemic. You will work very closely with key parts of the Department of Health, public health and legal experts and other government departments.

The Senior Policy Officer is responsible for providing advice to Victorian Government agencies on the application of the Directions, preparing talking points used by the COVID Safe Information Line, and overseeing reports to Parliament on the use of emergency powers and extension of the state of emergency in relation to the COVID-19 pandemic.


  • Work collaboratively in a team to develop policy and initiatives that meet government and departmental objectives within resourcing, timeline and budget parameters. Manage projects to identify, analyse, and develop policy options and advice, on COVID-19 related and specific issues.
  • Manage and ensure high quality responses are provided in a timely manner for a range of general and complex queries on the interpretation of the Chief Health Officer's Directions.
  • Interpret policy, legislation, COVID Safe Information and other Government directives, and communicate this effectively with diverse stakeholders.
  • Prepare and contribute to timely and well researched reports, Cabinet submissions, Ministerial briefs and notes on complex policy issues for Parliament, Cabinet Committees and Ministers on high priority issues, risks and trends.
  • Pro-actively build and maintain effective working relationships and facilitate the flow of information across the department and with key external stakeholders.
  • Build and maintain positive relationships with key stakeholders and senior staff across the department, providing insights and intelligence and supporting the branch to deliver on key policies and initiatives.
  • Manage and support committee and governance processes. Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
  • Develop operational efficiency and continuous improvement of the team.
  • Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
