Position Summary: 

The Victorian Health Building Authority (VHBA) is responsible for the delivery of an ongoing capital investment program (circa $1Bn per annum). The program includes responsibility for the development of asset strategies as well as the planning, development and delivery of new build and redevelopment infrastructure projects.

The primary purpose of the Senior (Principal) Project Manager – Technical is to manage and implement capital projects within the Delivery branch. The role will have a focus on high performance, accountability and project excellence. The role also leads the integration of technical project requirements, including engineering, cost, constructability and ecologically sustainable design (ESD).

A key focus for the Senior Project Manager – Technical will be to support the delivery of the co-generation energy plant replacement/upgrade/decommissioning program within the broader $180 million Guaranteeing Future Energy Supply project (Project). The role will be responsible for project managing the State's responsibilities for the technical design elements of the co-generation program Project, taking into consideration the requirements of the relevant Energy Supply Agreement and the approved business case for the Project.

Responsibilities: 

The Senior (Principal) Project Manager - Technical will report to the Executive Director Delivery and work across all technical disciplines of the Project, including but not limited to engineering, cost, constructability and ESD. Authoritative expert advice and technical reports are likely to be required.

The role will require regular and significant interaction at senior executive level within DH and may represent VHBA in dealings with various other Victorian Government departments and externally with Hospital health agencies and other project partners as required.

This role would confidently represent VHBA with contractors and negotiate with them as well as resolve complex issues through a process of consultation and negotiation with key stakeholders. The role would also focus on stakeholder issues and influence their views. Decision making concentrates on project planning and delivery.

Operating at Value Range 1, you will:

  • Project manage the technical design aspects (including engineering and ESD elements) of this significant capital project so as to meet Government project objectives, budget and community expectations.
  • Manage the department's consultancy agreement with GHD and procure (as may be necessary) any further expert technical assistance required to deliver the Project
  • Ensure the Project is delivered in accordance with relevant legislation and government regulations and guidelines.
  • Provide leadership, guidance and authoritative advice to internal and external stakeholders in relation to technical matters.Identify emerging issues, risk and trends impacting on the successful achievement of key Project objectives and initiate risk management strategies to address them based on comprehensive research and investigations.
  • Formulate compliance and evaluation strategies to address specific issues related to the effective provision and implementation of required outcomes.Pro-actively build and maintain positive relationships with key stakeholders to facilitate a partnership approach.
  • Proactively resolve problems and facilitate positive outcomes.Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
  • Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures. Monitor OHS compliance associated with the design and constructability of the project and proactively address issues as they arise.
  • Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.
  • Create and maintain a personal daily log of events relating to technical design managementAttend all relevant meetings and workshops including formal meetings, meetings with the Project Control Group, consultants and stakeholders, and other meetings where technical design representation is required
  • Receive, review and distribute documents submitted for review to relevant Project stakeholders.
  • Provide coordination and review of stakeholder comments for compliance with the Project's contractual framework and Technical Specification.
  • Prepare monthly status reports in accordance with VHBA's Project Management Framework (PMF) and PMO reporting requirementsOperate within increased level of autonomy and accountability in delivering within broad strategic directions.
