About us

Procurement Services is part of the Corporate, Governance and Support division and has responsibility to oversee the procurement process and assist departmental staff in managing procurement activities throughout the Department of Justice and Community Safety (DJCS).

The branch is responsible for establishing and leading the development of the department's procurement performance through ongoing strategy, policy, process and capability development. It is also responsible for managing relevant centre-led procurement operations and technology solutions.

About the role

As the Senior Procurement Officer, you will be responsible for supporting the Youth Justice Divisions procurement activities. In the role, you will:

  • manage the development of plans for a range of procurements and supplier engagements, and negotiate to deliver value for money outcomes
  • assist in developing category plans across the allocated category portfolio and managing a pipeline of improvement initiatives that will realise significant additional value-for-money for the department
  • manage the development of tender materials such as specifications and lead and co-ordinate tender evaluation processes and approval procedures
  • manage contracts and lead supplier relationship management for Youth Justice related contracts
  • prepare high quality briefings and correspondence, detailed reports and submissions on complex procurement matters
  • ensure compliance with Victorian Government Purchasing Board (VGPB) policy and departmental procurement guidelines.

About you

As our ideal candidate, you will have:

  • demonstrated experience in procurement of complex service contracts and provision of commercial advice, including high-level negotiation skills within the public or private sector
  • experience in achieving successful commercial outcomes through effective procurement processes
  • good working knowledge of Microsoft Office with the ability to use tools like excel for contract value calculations and commercial evaluations and demonstrate clear outcomes
  • demonstrated ability to adapt to change and quickly learn departmental procurement guidelines
  • demonstrated leadership skills through project management and/or complex procurement and grant allocation activities.
