About the opportunity

Reporting to the Financial Advisory Services Manager, your key accountabilities will include:

  • Running end-to-end tenders across a complexity range under the guidance of Financial Advisory Services Manager
  • Providing commercial and procurement advice to support internal customers with a focus on mitigating commercial and contractual risks
  • Monitoring compliance of the Library's procurements and contracts against Victorian Government Purchasing Board (VGPB) and the Library's internal policies and procedures
  • Where required, supporting completion of contracts, IT leases, agreements and other legal documents for the procurement of goods or services
  • Developing and implementing process service and system improvement strategies in accordance with relevant legislation, policies, procedures and best practices

About you

This role would suit an all-rounder with experience across strategic sourcing, category management and contract management.

Essential:

  • Significant experience in facilitating and managing procurements and contracts
  • Ability to manage competing priorities and deadlines
  • Ability to keep internal and external stakeholders engaged while managing their expectations on outcomes
  • Ability to communicate with impact and produce high-quality written documents
  • Ability to lead and navigate change
  • A collaborative problem solver with strategic and critical thinking
  • A valid Working with Children Check card or ability to obtain one prior to commencement

Desirables:

  • Sound understanding of government purchasing and contract management practices and procedures (e.g. state purchasing contracts and registers, Local Jobs First etc.) and/or experience working in a regulatory environment
  • Experience in social procurement
  • Experience in documenting requirements and writing specification
  • Experience effectively negotiating with vendors to achieve desired outcomes
  • Experience in administering and training buyers in using procurement software (e.g. VendorPanel)
  • Experience in developing procurement templates
  • Proficiency in reporting and data visualisation tools (e.g. Power BI)
  • A recognised tertiary qualification or vocational education and training (VET) in supply chain, business, law or a relevant discipline
