Job Description

About the role

Be part of the once in a generation transformation of the Melbourne Arts Precinct. This is a key role within our Civic Infrastructure team, reporting to the Director Project Services. The Project Controls Manager is responsible for providing precinct wide project controls to support the delivery of this $1.4billion transformation.

The Senior Project Controls Manager will work with and provides expert services to support the Project Directors who are responsible for the design and delivery of the individual works packages. The Manager will be responsible for project wide reporting in line with the agreed governance framework.

Whilst operating with autonomy the Project Controls Manager is responsible for leading and managing a small team of highly skilled professionals, including Development Victoria staff, contractors and consultants, to ensure that all project controls processes are consistently applied across the project.


Your key accountabilities will include;

  • Develop of best practice project controls processes and procedures for project scheduling, cost control, and risk management in alignment with Development Victoria’s existing policies and procedures;
  • Ensuring that project controls processes are consistently applied across the project;
  • Development, implementation and maintenance of a management reporting data base system to produce project controls reports;
  • Ensuring that the project controls team produce periodic whole life project reports in line with the project and Development Victoria reporting calendar, providing details on progress, actuals, forecast and explanation of variances;
  • Development of a robust and accurate project cash-flow reporting process;
  • Development of a Master Program in Primavera and/or Microsoft Project that reflects all interface/interdependency milestones and activity durations from multiple contractors’ schedules;
  • Application of probabilistic techniques to determine and communicate the possible range of cost and schedule outcomes for the project;
  • Development of a Risk, Opportunities and Issues Management Framework, including risk identification, assessment and reporting;
  • Establishment of a robust document control system for the project to ensure all team members have access to necessary documentation and that all project documents are saved, filed and readily accessible; and
  • Definition, establishment, monitoring and reporting of key performance indicators to monitor project health and forecast trends to understand required corrective actions
  • Implementation of advanced project control techniques including earned value management, quantitative risk analysis and productivity rate assessment.

Desired Skills and Experience

About You

You will be able to demonstrate high level management expertise in the delivery of high profile, complex, multidisciplinary projects together with exceptional interpersonal and stakeholder management skills. It is highly desirable that you have worked client side as part of a project delivery team.

Desired skills and experience includes:

  • Tertiary qualification in Civil Engineering or equivalent;
  • 10 years’ experience on large scale infrastructure and/or building projects;
  • Project Management accreditation;
  • Strong capacity to foster and develop relationships with key stakeholders at senior levels across all sectors of government and industry;
  • Proven experience in project controls and delivery environments including project scheduling, cost control and forecasting and risk management;
  • Strong MS Project and Primavera P6 skills;
  • Experience and capability in using Cost Management estimating techniques, software and databases including 3-point estimates and Monte Carlo risk-based cost estimation;
  • Experience in the implementation of Earned Value Management systems;
  • Strong interpersonal and people management skills particularly in respect to building, coaching, developing and managing cross-functional teams.
