Located in the Property Branch within the VSBA this role sits within the Property Branch's 9 person Property Agreements team. The team is responsible for managing property agreements related to education facilities and providing general property advice and support for schools. The role reports into the Manager, Property Agreements and Land Regeneration.

Senior Property Officer - Full Time - Fixed Term until 30 July 2021

Located in the Property Branch within the Victorian School Building Authority, this role sits within the Property Branch's Property Agreements team.  The team is responsible for managing property agreements related to education facilities and providing general property advice and support for schools.  The role reports into the Manager, Property Agreements and Land Regeneration.

The VSBA's Property Agreements team is responsible for negotiating and managing a portfolio of leases and licenses, for delivery of the VSBA's Community Joint Use Agreement Program and for the management of the Department's teacher housing portfolio. The team also provides advice to Victorian schools on property related matters.

The Property Branch is a strongly collaborative environment where staff work together across various projects, under direction from the Manager, Property Agreements and Land Regeneration and the Senior Manager, Property.  The team manages a high volume of projects and it is a fast paced highly responsive environment. The role would suit someone with a strong track record in working in a team environment and exceptional interpersonal skills.

The role provides assistance in relation to a variety of property agreements, covering leases, licences, teacher housing agreements, and community joint use agreements, working under the supervision and direction of the Manager, Property Agreements and Land Regeneration.  A key element of the role is supporting and implementing the Government's policy objectives around co-located community facilities, including kindergartens on school sites.  The role also encompasses the provision of general property advice and support to schools and internal stakeholders.  In addition, the successful candidate will be responsible for assisting with the management of the team's operational budgets.

A strong working knowledge of the land titles system, Crown land, leases, licenses and relevant Government policies is necessary, as well as experience in managing more technical property related issues, such as those related to sub-division, easements and other property rights.

An important element of the role is the provision of timely advice and support to other areas within the VSBA and the Department. Given the high profile nature of some projects, the role requires exceptional stakeholder management skills to ensure timely advice and a consistently high standard of communication and reporting. Key stakeholders include the Office of the Minister for Education, the Chief Executive Officer and the Executive team of the VSBA, local government authorities, other government Departments and Government agencies such as the Valuer-General Victoria and the Victorian Government Land Monitor.

This role is fixed term ending on 30 July 2021.
