About the Role

The Senior Specialist Asset Investment & Performance Modelling position sits within Asset Information Integrity and Analytics, within the Asset Intelligence Branch of the Assets and Engineering Division. The role is responsible for the effective delivery of asset investment and performance modelling across Department of Transport and Planning for rail and road assets. The role will lead modelling projects that provide expert advice and analysis on matters relating to asset renewal investment modelling and associated data management, solve complex asset modelling issues, and provide accurate and pertinent information for asset management decisions making.

Position Outcomes

  • Effective Investment Planning – The Senior Specialist Asset Investment & Performance Modelling will provide specialist advice and analyses for developing rail and road asset renewal investment models and associated ‘what-if’ investment scenarios. Funding submissions and forward planning decisions within the department need to be supported by robust, evidence-based and transparent modelling results. Asset Class Management Plans and associated funding requests contain long-term funding requirements based on specified investment scenarios and meet specified performance requirements and/or service levels.
  • Technical Leadership – The Senior Specialist Asset Investment & Performance Modelling will provide technical guidance and support for a team of Specialist Asset Investment & Performance Modelling colleagues, across both rail (train and tram) and road asset portfolios.
  • Model Development –Models for complex assets in both rail and road require development. These models will need to match the use cases of the Department of Transport and Planning, which differ in the road and rail portfolios.
  • Review Operators Models – The operators of the rail network develop asset investment models. These models will be reviewed periodically, in accordance with contractual requirements, and where appropriate findings will influence the improvement of the department’s own models.
  • Sound Investment Decisions – Investment decisions are informed by ‘what if’ scenarios based on a range of variables, typically informed by varying funding envelopes and/or varying performance thresholds.  The incumbent will provide specialist advice on investment scenarios, ensuring consistency of a base set of investment scenarios across models.
  • Data Requirements – The required advice on data requirements for long-term asset health modelling has been provided, including facilitation of required updates to asset data specifications.
  • Stakeholder Management – Model development will require engagement of stakeholders within the Department as well as with operator/maintainer subject matter experts, to illicit inputs and data that will support the development of asset renewal investment models.

Qualifications and Experience

Mandatory

  • Experience in analysing complex infrastructure asset data and information
  • Extensive experience in asset condition, performance and deterioration modelling and in the use of associated decision support software tools
  • Tertiary qualification in engineering or qualification/s in asset management

Desirable

  • Experience in Roads and/or Public Transport industry
  • Asset Management and program development experience
  • Experience in data management and governance practices
