The purpose of this role is review, analyse, advise on and develop policy and strategy in a range of contexts including strategic, economic, legislative, regulatory and operational. The Senior Strategic Policy Advisor formulates effective legislative, statutory and strategy solutions, provides authoritative strategic policy advice to WorkSafe, and assesses and responds to emerging trends and challenges in occupational health and safety and workers compensation. The Senior Strategic Policy Advisor will work across a broad range of subject matter, including occupational health and safety, dangerous goods and workers compensation. You may be working in a variety of settings including national, government, stakeholder and corporate.

Key accountabilities

  • Lead the development of critical occupational health & safety & workers compensation legislative & regulatory policy through using a range of research & analysis techniques to develop policy options & recommendations.
  • Provide expert strategic advice to enable & support the development & implementation of legislative & regulatory reforms, statutory guidance, & non-regulatory policy options
  • Proactive identification & escalation of emerging trends, issues & risks in occupational health & safety & workers compensation legislation & policy, including reviewing academic literature, case law, industry trends, research & activity in other jurisdictions & overseas, & keeping abreast of government, stakeholder & community views.
  • Lead the development of WorkSafe Victoria's responses to policy priorities & critical issues, such as emerging policy issues, government inquiries, interpretation & review of legislation, as well as national developments.
  • Lead the preparation & review of complex & time-critical documents including discussion papers, policy positions, Regulatory Impact Statements, drafting instructions to define legislation & regulations, & submissions to government & parliament.

Skills and Experience

  • Excellent analytical, conceptual and problem solving skills with demonstrated ability to identify emerging trends and systemic issues, develop effective responses and position an organisation to take a proactive approach to addressing issues and opportunities.
  • Experience in leading the development of strategic policy and strategy, gained in or through exposure to a government environment.
  • Experience in providing high quality and rigorous advice on a range of complex policy and strategy issues within limited time constraints, including authoritative advice to senior officers, government departments and ministers. 
  • Demonstrated knowledge of OHS and/or compensation law (or the capacity to rapidly gain this knowledge) and understanding of development of legislation and related parliamentary processes.
  • Demonstrated ability to effectively manage multiple projects through to fruition, including working collaboratively with relevant stakeholders and anticipating and managing risks.

Desirable

  • Understanding of the regulatory cycle and practical application of a range of statutory tools to facilitate effective regulatory design and practice.
  • Understanding of strategy development
  • Understanding of the regulations writing process and drafting instructions for development of legislation.
  • Understanding of Commonwealth-State relations.
  • Qualifications in law, public policy, social sciences or economics
