About the branch and role

The Public Law & Planning Branch of the VGSO provides litigation services and legal advice in a broad range of areas, including:

  • The development, application and interpretation of legislation (including in administrative decision-making)
  • Judicial review of administrative decisions
  • Land acquisition, planning, environment and heritage law
  • Human rights and anti-discrimination law
  • State and federal constitutional and electoral law
  • Public sector governance and integrity
  • Integrity body (including parliamentary) inquiries

We are currently seeking a highly experienced legal practitioner to join us as Special Counsel, focusing on our public law practice. This is an opportunity for a senior practitioner to create a unique role, depending on their particular skill set. You will work on public law matters of significance to the State - whether that is providing advice or leading a team in high-risk litigation. You will be part of a team with deep experience in public law, but what you will bring is your capacity to lead the delivery of legal services in response to the diverse challenges of government practice.

Key responsibilities

Provide highly specialised legal expertise and technical legal advice across government, with a focus on public law matters including administrative decision making and review, both in the litigious and purely advisory context;
Provide strategic leadership to ad hoc teams responding to high risk matters, ensuring the provision of high quality and responsive legal services and advice in alignment with the VGSO's Strategic Plan and the VGSO values; and
Proactively advance the VGSO's client strategies, practice areas and client relationships in order to further develop positive existing client relationships and establish new business opportunities.

About the successful applicant

You are regarded as an expert; a senior and highly experienced legal practitioner with a strong understanding of the structure and culture of government and of the political and legal sensitivities of operating within the public sector.

You are flexible and adept at delivering legal services in a manner which is fit for purpose, whether that is providing robust written advice for a legal audience or explaining a litigation strategy to a ministerial one. You can lead teams and manage projects, whether their timelines are short or longer term. You rise to a challenge, but you bring others along with you.

As such, you will have the capacity to contribute strategic insight and drive continuous improvement. You will also have demonstrated business development and relationship management experience and have the ability to develop positive and effective client relationships in order to grow the VGSO and its practice areas.
