Procurement Services is looking for someone with the relevant skills to join the Major and Strategic Sourcing team.

About Us

The Department of Justice and Community Safety (the department) delivers high quality services to Victorians and supports a safe, just, innovative and thriving Victoria.

Procurement Services is part of the Corporate Governance and Support division, it provides department-wide procurement leadership and strategic direction, policy, process, capability development. Procurement Services monitors and reports on procurement performance, to minimise procurement risk and support the delivery of value.

About the Role
The Strategic Sourcing Specialist sits in the Major and Strategic Sourcing team which is responsible for managing sourcing activities of high value and/or critical goods and services for the department.
All sourcing activities have the objective of realising value for money for the department while ensuring that risks are managed and that business needs are achieved.
Some of the key responsibilities for the role are to:
  • work collaboratively with the Senior Sourcing Manager and the Category Management team to deliver the sourcing pipeline in line with agreed performance targets and time frames
  • manage the end-to-end delivery of sourcing activities in accordance with government legislation and with the department's relevant procurement framework
  • identify, develop, and maintain trusted relationships with a range of stakeholders internal and external to the department by providing specialist procurement and commercial advice 
  • exercise strategic procurement knowledge, expertise and experience and apply high-level risk management techniques
  • actively contribute to the development, implementation and continuous improvement of best practice frameworks, processes, procedures, policies, and systems relating to procurement.
About You
As our ideal candidate, you will possess:
  • demonstrated specialist experience in the management of end-to-end procurement activities including the ability to prepare comprehensive sourcing documentation and undertake commercial and contractual analysis within a complex government environment
  • demonstrated experience in planning and executing high value or complex commercial negotiations using a variety of techniques to deliver optimal commercial and contractual outcomes that realise sustainable value for both the buyer and the supplier organisations
  • analytical and conceptual skills with the ability to deliver innovative solutions to resolve complex problems
  • proven ability to understand and meet the specific requirements of the client / organisation

The successful candidate will be highly motivated with a willingness to work within a team environment to establish a centre of excellence that will be responsible for managing end to end high value or high risk strategic sourcing activities.
