Regulatory Programs and Services (RPS) is a Division of the Department of Transport, that supports the delivery of registration and licensing and other regulatory operational services, including compliance and assurance for road transport regulation underpinning safety and productivity in Victoria. The Division has the responsibility and oversight of managing the VicRoads Concession Deed of the joint venture partner relationship for the delivery of registration and licensing and custom plates services, managing data sharing and access of the driver and vehicle register for Victoria which includes the protection of confidential customer data on behalf of the State.

About the Team

The Strategy, Performance and Operational Policy (SPOP) team provides strategy, planning and performance for the RPS Division including regulatory portfolio strategy, governance, financial planning and performance.

About the Opportunity

Under the direction of the Head of Strategy, Performance and Operational Policy, the Strategy and Portfolio Manager has broad holistic oversight of key programs and business initiatives for the Division. The role will support future transformation across both the Dept and Vic Roads Concession Deed team to review and assess business cases to ensure alignment with strategic priorities, government policy and legislation. This role will also drive business strategy for the Division whilst supporting and enabling large scale change initiatives through VicRoads.

About you

The skills and experience required in the position include, but are not limited to the following:


  • Lead the development of strategic planning processes to align with policy legislation and regulatory reform


  • Develop and manage relationships with a variety of key stakeholders to oversee the development of significant transformation programs


  • Formulate and lead business strategy and drive collaboration to deliver key programs and business initiatives


  • Lead the development and review of project governance processes, resources and implementation


  • Apply advanced specialist or managerial skills to lead and manage complex operations, resources and strategies.
