Role: Team Leader, Risk and Governance (31 December 2021)

Position Summary: 

The Team Leader, Risk and Governance role works in the Planning team of CEL and leads a team of 3-5 risk and governance professionals. The team is responsible for maintaining the existing risk, health and safety policies for CEL (in relation to CEL's day to day operations and in relation to CEL's commercial arrangements with suppliers) that align with the DH Risk Management Framework. The team also monitors and evaluates the implementation and effectiveness of the policies and reviews as necessary. The Team Leader role has accountability and oversight of CEL's risk exposure and governance processes.

Key responsibilities of the role include:

  • Performing risk and issue assessments by analysing current risks and identifying potential risks both internal to CEL and in relation to CEL's arrangements with suppliers and relationship with COVID-19 sites
  • Leading and reviewing the risk appetite of DH in line with CEL's overall Risk Management Framework
  • Accountable for risk awareness amongst CEL staff by providing support and training within CEL
  • Leading business continuity plans to limit risks
  • Oversee the Supplier Risk Management process, maintaining a view of current supplier risks and risk treatments
  • Ensure that appropriate governance arrangements and communication processes are being followed to inform Executives, managers and staff of obligations and responsibilities under applicable legislation and regulations, and all relevant codes of practice
  • Oversee weekly and monthly reporting
  • Ownership of CEL's master data, decision register, risk register and issue register
  • Leading a team of 3-5 to achieve these outcomes


  • Provide authoritative advice to internal and external stakeholders and prepare and present detailed reports, ministerial briefs, cabinet and agency submissions on complex matters.
  • Build and maintain positive relationships with key stakeholders to facilitate a partnership approach.
  • Where responsible for overseeing, monitoring or delivering projects, ensure they are delivered in accordance with relevant legislation and government regulations and guidelines. 
  • Set clearly defined objectives and priorities and operate accordingly, reviewing and adjusting as required, and identify processes, tasks and resources required to achieve a goal.
  • Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
  • Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures.
  • Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.
  • Operate in a complex and demanding environment and be willing to actively adopt new responsibilities
  • Operate within increased level of autonomy and accountability in delivering within broad strategic directions.
  • Provide professional leadership and guidance.
  • Make decisions that establish precedents.
