About the Role

The Accounts Officer will support the Project Accountant and Senior Accounts Officer in the the day to day management of revenue, cost and overall management of numerous project types across the Department, with a primary focus on the Assets and Engineering (A&E) division. The project types are predominantly based around the provison of professional services under a variety of commercial agreements for internal and external clients.

Working closely with all the A&E business branches and others as required, project teams and the broader DTP Finance team, the Accounts Offier will assist in providing accurate and timely reports and financial analysis to assist with decision making and stakeholder reporting. The role will assist in the accuracy and timeliness and ensuring that correct time-recording, contract procurement, project billing and recovery processes have been followed to ensure the timely recording and management of accurate project financial transactions. The position provides advice and analysis relating to A&E projects to ensure transactions are managed to forecasts, the financial status of the project is understood, and that overall the project is successfully delivering to budget.

Position Outcomes

To be successful in the role the ideal candidate will  demonstrate applied expertise in Management Accounting, collaborating with the business to interpret budget data, analyse variances, and craft budget forecasts. Proficient in Finance Operations and Systems, the ideal candidate effectively manages finance information systems and processes, ensuring reliability, clarity, and efficiency. You will provide technical reviews, reliable financial advice, and establish robust general ledger and account management processes. With applied skills in Reporting, you will adeptly assess data quality and generate informative reports, leveraging policy knowledge and stakeholder requirements. You will enhance client relationships, foster cross-functional collaboration, and address financial concerns constructively. Furthermore, your applied Critical Thinking and Problem-Solving abilities enables you to consider broader business contexts, pre-empt recurring issues, and implement effective solutions for tangible business outcomes.

  • Finance Operations - Demonstrated effective operations in working with project budgets.  Asissted in the administration of project sub ledgers to ensure project budgets and forecasts are maintained at the task level. Demonstrated effective administration of all time recording, project billing, recovery and related project task structures to ensure full time recovery across all teams. Ensured project invoices are paid within payment terms, responding to queries and following up on outstanding collections.
  • Reporting – Assist with the development of systems and processes to manage and report on project budgets and expenditure and any other project financial issues while ensuring compliance with DTP and other legislative requirements under the Financial Management Act (1994). Assist in the deliverery in accurate and timely financial information, reporting and insight as required by management and the project delivery teams to ensure the successful delivery of the project, management of contracts and the meeting of major financial milestones. Demonstrated experience in financial and business analysis and reporting to key stakeholders including senior management, that facilitates evidence based decision making
  • Improved Finance and Program management Capability – Assist in identifying, developing and implementing project financial training for staff, to ensure alignment with project finance business rules
  • Critical Thinking and Problem Solving – Able to seek relevant information for problem-solving and investigates and probes for the facts. Ability to analyse issues from different perspectives and draws sound inferences from information available; Identifies and proposes workable solutions to problems with some direction. Demonstrated high motivation to identify and initiate opportunities for continuous improvement to processes and reporting capability and the capacity to influence change through analysis and insights.
  • Stakeholder Engagement -Work effectively with key internal and external stakeholders, in a complex, demanding and high risk environment, especially with Project teams, Finance division and inter-agency Finance teams to ensure accurate and timely recording and management of financial transactions and provision of financial reporting and governance.


Qualifications and Experience


  • Relevant tertiary qualification in Commerce, Finance, Project Management or other relevant discipline
  • Experience working in a complex project accounting and procurement environment  


  • A background in Oracle Cloud with Projects would be highly desirable.
  • Experience working in the Engineering sector
  • Contract Management & Procurement experience
