Business Analyst

The Team

The role is located within the VET Systems Governance and Maintenance (VSGM) Unit of the Training Operations and Assurance Branch, encompassed under the Skills and Employment Group.   

This Branch manages the delivery of the government subsidised VET training market in Victoria including contracting and paying training providers, grants execution and contract management oversight, ensuring contract compliance, strengthening the VET system through coordinated engagement with training providers and maintaining a continued focus on operational improvement.

The Role

The purpose of this role is to be the conduit between VPS staff working across the Skills and Employment Group and the team supporting systems in VSGM, completing stakeholder consultation, requirements gathering, technical data analysis and related documentation related mainly to the Victorian Training Business Intelligence system.

The business analyst liaises with stakeholders to actively identify opportunities to provide and improve IT solutions, seeking and examining feedback, and reviewing business requirements to identify and prioritise enhancements. The business analyst plays a key role in product showcases and business presentations and works with the scrum teams to deliver key system enhancements and changes to drive improved business outcomes.  

About You

The ideal candidate for the Business Analyst role should possess specialised technical expertise in Information Technology. This includes experience working as a business analyst using agile methodology and collaborating with technical teams such as Scrum teams composed of Developers, Testers, and Product Managers. Familiarity with government IT, data exchange, and privacy policies is highly desirable.

In addition to technical skills, the candidate should demonstrate strong systems thinking capabilities. They should be able to diagnose trends, obstacles, and opportunities within applications and understand the interconnectedness between business processes and IT systems. This involves conceptualising and defining the systems working within the organisation to ensure efficient operations.

Effective stakeholder management is crucial for this role. The candidate should be adept at identifying common issues among stakeholders, building mutually beneficial partnerships and responding to stakeholders' underlying needs. They should leverage their understanding of stakeholders' organisational contexts to achieve desired outcomes and find innovative solutions to resolve any issues that may arise.
