About the Role 

The Business Operations and Improvement Division is responsible for delivering essential customer-centric services and solutions that add value, help people get their job done and ensures DoT meets it compliance obligations.
Transport Regulatory Operations (TRO) is a Branch within the Department of Transport and Planning, and has the responsibility to manage the infringement and enforcement of ticketing, behavioural and parking offences committed on across the public transport network and Clearway parking offences.


TRO works closely with many stakeholders and agencies to deliver:

  • A fairer fare enforcement system promoting compliance;
  • Authorised officer regulation and governance;
  • Forensic evidence – Network CCTV;
  • Clearway enforcement system promoting compliance; and
  • Accident Towing Industry complaint investigations. 

This work contributes to a sustainable passenger-focused public transport and road system. The regulatory excellence of TRO Branch is realised through integrity, empathic engagement, and competence, drawing on the capability and leadership of our people. Position Outcomes   

  • Undertake investigations, assessments and make decisions on requests for internal reviews related to public transport offences.
  • Work collaboratively with teams across the branch to ensure that all processes in administering reviews comply with legislation and regulations, that accurate information and advice is provided and that policies and legislation are followed to ensure the successful prosecution of public transport offences.
  • Prepare all correspondence on reviews against the public transport offence including draft responses from relevant signatories as well as internal delegate approval processes and associated documentation.
  • Develop and maintain constructive relationships across the branch and department and with public transport operators, Public Transport Victoria, the Department of Justice and Regulation and courts.
  • Strive for regulatory excellence through integrity, empathetic engagement and competence and uphold the VPS Code of Conduct, values and behaviours.
  • Proactively contribute to continuous process improvement in systems and procedures for the branch to deliver the regulatory activities as effectively as possible.
  • Contribute to other branch initiatives, deliverables, projects and other tasks as required.

 

We are looking for a candidate with foundational skills in statutory interpretation, critical thinking, and problem-solving, demonstrating the ability to interpret legislation, resolve issues using policy or process guidelines, and contribute to improvements. The ideal candidate will have a systems-thinking approach, recognizing how their work integrates with broader processes and structures, and applying these concepts to solve complex problems. Innovation and continuous improvement are key, with the ability to suggest ideas, uphold quality under time pressure, and deliver effective outcomes. Proficiency in digital tools like Outlook, Excel, PowerPoint, Word, and Skype is essential, along with an understanding of emerging technological trends. Strong stakeholder management skills, including responsiveness, effective communication, and prompt issue resolution, are vital to success in this role.

Qualifications and Experience

Mandatory

  • An appropriate tertiary qualification or equivalent experience in journalism, public relations, communications or a similar discipline. 

Desirable

  • Recent experience in a similar subject matter
  • A relevant tertiary degree would be highly regarded.
